It was launched at an international conference "Taking Nature into Account" in May 1995, sponsored by WWF, the European Parliament, the European Commission, and the Club of Rome. In 1998, the book was reprinted to support an African regional conference organized by the United Nations Economic Commission for Africa.

The Environmental Impact Assessment of Macroeconomic Reform Programs is an inclusive tool that looks at both the short and long term impacts of economic reforms given that the resulting economic structures will determine resource use patterns for years, if not decades, to come. One of the key features of ths environmental assessment is its intent to provide the means for altering the design of reform programs, for adding mitigating and complementary measures, and for changing the sequencing of reforms so as to ensure delivery of optial long-term outcomes.
