The Chancellor of the Wysterian Union is considered the organization's executive and as such is afforded competencies that allow him and his office to oversee the day-to-day functionality of the organization's massive bureaucracy. HIGH COUNCIL To aid the Chancellor in managing the Union's bureaucratic machine are the ministers who comprise the high council. Each of the members of the High Council manage a ministry with broad oversight of policy making areas within the government of the Union. These ministries included: foreign policy, trade and commerce, justice and intelligence, collective defence, and science and public health. STATUS VIS-A-VIS THE UNION SENATE Subsection A of Section 3 of the Vincenette accord says the following: "The Chancellor shall have broad authority over the Union as afforded to him by the Senate." This means that the Senate chooses to empower or humiliate a Chancellor at will. A Chancellor has now way to veto upcoming Senate business, but the Senate is endowed with the right to remove a sitting Chancellor if it sees fit and has the evidence to prove wrongdoing in a court of law. The Chancellor is also elected by the Wysterian Union senate and is held to a complicated timeline at which time certain benchmaarks for fairness must be attained. |
