I'm sure that you have already encountered with Wobbuffet. It's a very special pokemon. Why? Because it never attacks first. It patiently waits for opponents attack to return it with twice the power. In G\S\C the only moves he could learn were Counter, Mirror Coat, Safeguard and Destiny Bond. Wobbuffet is a good safeguarder because it has quite a lot of HP, but because of it's speed it can't defend itself against annoyers such as Crobat. So Wobbuffets main mission in G\S\C was to make all the sweepers retreat, giving you time for a Safeguard which will protect your other pokemon. The reason why it was more of a supporter then an attacker is simple, opponent can use both a physical or a special attack giving you only a 50% chance of Countering\Mirrorcoating and he can switch all he wants to! Because of these disadventages he wasn't a big treat and wasn't used. But things have changed since G\S\C and now Wobbuffet returns with new power. He can now learn 3 new moves: Splash(other than on Magikarp it has some uses on Wobbuffet), Charm(for making physical sweepers so weak that they will heal Wobby rather than damage him, assuming he has Leftovers), and... Encore! The last move changed the way Wobbuffet is seen the most. Encore makes opponent's pokemon replay the last move it used for a few turns. Thanks to this you can always tell what kind of attack your opponent is using. But encore can be stopped by switching... not in this case!
Wobbuffet's special ability is called "Shadow Tag" and it prevents opponent from switching his pokemon! This combination of moves and ability has made many people dislike Wobbuffet because it's too strong. People want Wobbuffet to be banned on tourneys. Personally I'm a Wobbuffet fan since G\S\C but I'm not against the ban because it will prevent making Wobbuffet overused. Now about Wobby in anime. Other than in the episode "The Wobbuffet Villiage" we can see him beeing Jessie's pokemon. It easily reflects back all attacks and sends them back at the attacker, only Misty's Poliwhirl managed to break through it's counter barrier. It breaks out of it's pokeball when it's not needed and makes Jassie mad. Jessie traded her Lickitung for him.
Interesting fact: Wobbuffet's pre-evolution is called Wynaut(from Why not?) and his Japanese name Soonano means Yes it is\Of course.
