As one will see below, the Agents have not been organized by race, aka Clan. The status of Agent may be the lowest rank in the Court but it is also the most flexible in that anyone of Agent rank can serve as Agent in ANY Ministry, race notwithstanding. Mai Nakamura, a Shih, might choose to serve in the Ministry of War. Yi-Yin Li, a Zhong Lung, might choose to serve in the Ministry of Lore. In many ways, it taps into individual talents without treading on racial toes. After all, no matter how talented a tactician and strategist a mortal may be, no Hakken will ever let them be "general" over them. That's just how it works among the shen and so those who are that exceedingly open-minded better get over it.

An Agent must choose a Ministry to serve in and that's the Ministry they work for in the Court. They may not hop back and forth. So, every character that is an Agent should immediately choose their Ministry.

Note that the Rinji and Jinrui Clans are too small to warrant three Ministries each. This does not increase or decrease any Clan's standing in the Court.
