HOMESCHOOLING UNDER COMMANDER FLEET ACTIVITIES YOKOSUKA, JAPAN

Kanto Plains Home Schoolers was recognized as a private organization in accordance with NAVCOMPT manual and COMFLTACTINS 576 and .5 series effective 17 March 1995.  KPHS strongly encourages its member families to comply with the local regulations established by CFAY Japan set forth in COMFLTACTINS 1755.8 school attendance policy for command sponsored school age Department of Defense dependents and clarified in paragraph 3 in CFAY Japan 140140Z September 93 to include permit homeschooling.

Briefly stated, the policy requires sponsors to provide an approved educational opportunity for their children by enrolling them in an appropriate DoDD school, private or parochial school, independent correspondence program or participate in a formalized homeschool program.   Educational neglect is considered child neglect and not condoned.  KPHS supports CFAY in this policy and urges all member families to do the same.  To better understand this policy, consult Naval Hospital Yokosuka Instruction 6320.75 series, the local Family Advocacy Program Instruction and Department of Defense instruction 1342.6-8-1, the instruction in which all DOD based Commanders must comply.  Kanto Plain Homeschoolers is committed to providing support to each homeschooling family on board CFAY.  KPHS leadership will remain sensitive to changes and encourage KPHS members to comply with DOD and CFAY policy regarding homeschooling through regular meetings of general membership.  KPHS will keep current the general memberships understanding of changing DOD and CFAY policies having implications for homeschooling on board CFAY.
