1. Open up the desired image in Photoshop
2. Make a duplicate layer
3. Desaturate the duplicate layer.
4. Invert the desaturated duplicate layer
5. Apply a Gaussian blur of 1-2 pixels to the inverted layer
6. Blending the layers. Try changing the duplicate layers mode in the Layer
Options Pallet. "Overlay" could be considered the default mode. also play around
with the Percentage Opacity.
6. Merge the two layers
