BARIL, Gilles, B.A, B.A.Sc Electrical engineering, Senior Transmission Systems Planner. Electrical Engineer with over 26 years of experience in power system planning (Hydro-Québec) and 9 years in electrical equipment research and testing (IREQ).  Has been involved in many international and national technical and standardisation organisations such as IEEE, IEC, CIGRE, CEA and has co-authored many papers in the electrical power industry field.  Has also been involved at various levels in many international projects

KOELTZ, Donna, BA Psychology, B. Administrative Studies (BAS), Senior Training Advisor. 25 years of experience. A Senior Training Advisor with extensive experience in Canada and in foreign countries, capable of designing, implementing and monitoring training programs.
Most recently Ms. Koeltz has applied her skills and expertise as a resident cooperant in Egypt for the management of a socio-economic capacity building project considered to be of critical importance to the overall Egyptian Economic and Structural Adjustment Program.  Ms. Koeltz has  experience in both retraining programs and other labour adjustment methods as applied to the privatisation efforts in Egypt and previously in Latvia. Ms. Koeltz combines her ease in dealing with union leaders, government officials and CEOs, with her solid business knowledge.  From 1975 to 1997, prior to her international consulting activities, she was with Human Resources Development Canada (HRDC), where she conducted negotiations with international labour organisations to ensure the establishment of accredited training centres and assisted in the development and delivery of standardised curricula.
MÉNARD, Yves is a lawyer and power engineer specialized in Administrative Law, with nearly thirty years of experience in the Legal and Regulatory frameworks relative to the Energy field, in general, and Electricity, in particular. Some 25 years of his career where were spent with the Hydro-Québec Group, where he acquired practical engineering background and previous technical experience in Electric Power Systems, and of which he was Assistant Corporate Secretary from 1986 to 1993. In the International field, since 1990, he was active as a Regulatory Expert, and successfully carried out mandates in the field of Energy Sector Regulation, Restructuring and Privatization in Argentina, Angola, Gabon, Cambodia, Egypt and Burundi. From 1998 to 1999, he was resident Team Leader, Distribution Reconfiguration, Energy Infrastructure Project, Andhra
Pradesh, India, with main responsibilities addressing the vertical and horizontal unbundling of the APSEB Electrical Network, the commercial, technical and operational reorganization of the AP Distribution Network and the development of modern RDBMS for the AP Distribution Network. On the home front, he notably represented Hydro-Québec during the NEPOOL Restructuring Committee's Work Sessions in 1996-1997. Since 1999, he has been working as a Strategic Advisor, with various Marketers and Industrial Clients and, more particularly with Ontario Power Generation, whom he is assisting assisted before the Québec Energy Board in the ongoing first
hearings relative to the determination of Hydro-Québec's average transmission unit price. His professional activities and living experiences over the last decade, coupled with the overall inside practical knowledge of a major Electric Utility acquired during his career, have made him very
familiar with the legal, regulatory and institutional reforms occurring in the electricity sector, both in the developed and developing countries, and given him a unique, hands-on, perspective on the question.
BARRY Siradiou, B.B.A., Finance, Junior Tariff Specialist.  Familiar with international projects including CIDA projects. With Hydro-Quebec, Mr. Barry participated in the development of a methodology for  Systematic Calculation of electrical power generation costs and in various international power consumption and power distribution tariff studies (Canada, USA, Africa, Latin America and Europe).
CZECH Peter, B. Electrical Engineering, M.Sc. Electrical Engineering, over 25 years of experience with Hydro-Quebec in HV Transmission Systems Planning & Operations and regional power agreements. Mr. Czech has been Consultant to the Quebec Energy Board on matters affecting the bulk electric transmission system in the North East. (Canada-US) and Consultant to the law firm of Ogilvie, Renaud in the Quebec/Vermont interconnection contract arbitration process. He was also Executive assistant to the Director of power system operations, TransEnergie, a division of Hydro-Quebec. As such, he was responsible for representing the interests of TransEnergie at the Northeast Power Coordinating Council (NPCC), North American Electric Reliability Council (NERC) and Congrès international des Grands réseaux électriques (CIGRÉ). Mr. Czech was also the Canadian representative to Study Committee 39 (System operations) of CIGRÉ, and prepared and presented to the Warren Commission of inquiry the operational review of the events following the January 98 ice storm.
FONTAINE Jacques, B.A Sc, M.Sc. Electrical Engineering. 34 years of experience. Demand Forecasting Specialist - Extensive experience in Demand Forecasting for power networks and in tariffs. Mr. Fontaine was with Hydro-Quebec from 1965 to 1997 where he held many key positions including: Manager Forecasting, Generating and transmission Group; Adviser and team leader, Load forecasting, Corporate Planning; Project Coordinator, Special Projects, Hydro-Quebec’s Senior Management; Head of Division Forecasting and System Planning. More recently, Mr. Fontaine has been a Senior Advisor for H-Q making representations before Quebec’s Energy Board, acting as representative in a first collective bargaining agreement, and participating in rate studies for new electrical loads of large industrial customers. His International experience includes a World Bank evaluation of the energy sector of Burundi (work in Bujumbura and in Montreal) and energy related projects in the USA, Madagascar and Guinea-Conakry.
