The Alternative Teacher Certification Program does issue deficiency plans to qualified individuals. A deficiency plan is a form that allows a school district to hire an individual on an emergency waiver or permit. Deficiency plans are normally given if an individual is deficient in the number of hours needed to meet a certification area or has missed the entrance date for the current ATCP cycle. Deficiency plans from the ATCP are valid for only one year and recipients are expected to apply for entry into the next available cycle of the program.
