Federal Maritime Commission

Charles E. Morgan retired in 1997 after 58 years of government service. At the time of retirement, he was an Administrative Law Judge for the Federal Maritime Commission. Charles was born and educated in Washington, DC. He joined the National Guard Bureau of the War Department in 1939, later transferring to the Interstate Commerce Commission. During World War, he served in the Signal Corps of the 8th Air Force, where he earned six battle stars. After the war, he rejoined the Interstate Commerce Commission and became a hearing examiner in 1951. He transferred to the Federal Maritime Board in 1959 and has been an administrative law judge with the FMC since 1961. From Apr 1986 to Feb 1992, Judge Morgan was chief administrative law judge.

Commission Chairman Harold J. Creel, Jr. praised Charles stating: "Judge Morgan has distinguished himself throughout his years of public service. In a federal career that spanned seven decades, he demonstrated a dedication to duty and pursuit of excellence that can be matched by few. I commend him for his significant contributions to the FMC and his country, and on behalf of all Commission employees and the entire maritime community, I say a sincere thank you and best wishes for a lengthy and fulfilling retirement."
