Learn it's chip type, speed of modem and more for those pesky questions that the software distributer might ask you. Also tells you all programs you have available. A Zip Program:
Many downloads must be unzipped. Gotta have an Zip program to do it!

An FTP Program:
To have the fast ability to upload/download your web pages. Some WP Editors come with an ftp/telnet ability built in. Some hosts have built in editors. An FTP program is fast! (Telnet is faster but more time consuming to learn the commands to type if you don't already know them).
An HTML Editor:
You can write an HTML page using most anything, including WordPad, but it's nice to have programs with built in buttons and scripts and templates and more. Note that Netscape Communicator and MIE4 come with Composers/Editors and upload/download abilities.
