RE : AN APPEAL TO THE INTERNATIONAL COMMUNITY TO DEAL WITH THE UNNERVING CALM IN THE MOLUCCAS

Dear Mr. Kofi Annan

The situation in the Moluccas and in the city of Ambon up to the time of making this appeal (15th September 2000), is increasingly causing anxiety. Moluccan Community is becoming increasingly concerned and anxious in facing an "Unnerving Calm". The community is witnessing the fact that the terrorists are hiding (not stopping) their acts of terrorism by using veiled strategies in preparation for the next onslaught of destruction. The community is feeling even more concerned because of the clear signs that indicate future acts of destruction that wii be more tragic than the previous ones.

These signs include :

  1. The statement by the commander of the jihad forces that was aired by the local television station in Ambon (Sunday 3rd of September 2000) concerning the resolve of the jihad militia to continue their fight until the last drop of blood is split. This resolve has been followed by an open, systematic and effective fund raising effort to support the jihad action Moluccas. Clear evidence of this fund raising can be seen with the supply of collection boxes for jihad action in the Moluccas, which have been placed in restaurants and shops in some of the large towns in Java, plus the stopping of vehicles at traffic lights and other places to demand donations. These facts show that the armed terrorists have no stop destruction in the Moluccas, moreover it can be said that they are preparing more thoroughly for the next stage of destruction. It just depends on the timing and the right trigger to set things off and then they can complete their destruction.
  2. For the community, based on the experience of almost two years of civil disturbance, it can be shown that, each episode of calm represents a time of consolidation for the militia to enhance their performance, their spirit and their facilities for attacking (scorched earth policy) by enlisting external forces on a national scale, like the jihad forces, and even involving international terrorists. This state of affairs has become the basis for great concern which is making the community increasingly uneasy. There are even signs within the community of large scale movement of the jihad forces within the Moluccas and the island of Buru island of Ternate in Northern Mpluccas and the total reaching in Central Moluccas as their entry point, with the total reaching some 15, 000 (fifteen thousand) personnel. This total is likely to increase.
  3. This worrying situation is made worse because de facto nothing has been done to deal with the basic problems that have the potential to cause civil disturbance such as : the sending home of the jihad force, the holding of Human Rights investigation, the master mind, the actors and the terrorists involved in the civil disturbance being brought to justice, attempts to put a stop to the civil disturbance. The impression is given that the government has no intention of handling this situation, we assume this, not just because they are facing forces on large scale, but also a large proportion of the national forces including, the army and police, national politics, law, plus elements of bureaucracy have been contaminated and consolidated within this problem and has become a destructive force that threatens the national stability and the authority of the lawful and sovereign government. The fact of the proven failure of the employment of the civil emergency, which instead has brought the Moluccas to the edge of a more terrifying destruction.
  4. This anxiety is becoming more threatening because the whole strength of the nation and of society has been surreptitiously motivated, in the name of a narrow concept of nationalism, to prevent the involvement, with good intent, of the international community to deal with the problem of the civil disturbances which clearly can be categorized as genocide, violation of human rights, and crimes against humanity. While on the other hand, the uncertainty of the government's handling of this problem plus the internal multidimensional crisis faced by the nation continues to threaten without having any clear sign of when it is likely to end. It concerns us, that this arrogant, narrow, nationalistic attitude will systematically head towards the disintegration of the nation and will shackle the lawful government under the pressure groups of terrorists. This arrogant and narrow nationalism scapegoats the separatist group RMS (Republic of South Moluccas) to protect their own acts of separatism which are being prepared on the national political stage to snatch supreme control over the nation and destroy the spirit of unity by fragmenting the unity and the national sacred oaths.
  5. As this appeal is being made, information has been received and accepted as certain by the community, that the majority of villages in the eastern part of the city of Ambon; such as Native Besar, Riang, Laha, Hattu, Lilibooi, and Allang, as well as certain areas near the center of the city like Batugantung ang Kudamati where there is a large concentration of victims of the previous destruction are being threatened as the next target for the scorched earth policy in order to complete the process of Genocide and other crimes against humanity, whish is the aim of the terrorists.
  6. Analysts, researchers and facilitators of the Centre for the Study of Security in Gadjah Madah University in Yogyakarta, after observing in Ambon, have shown their anxiety and concern in relation to the latest situation in the Moluccas (News from the Daily KR Yogyakarta Friday 8th September 2000). According to them, the calm in the Moluccas is very unnerving and it is feared that it will explode on a large and more terrifying scale.
  7. The attacking of the UNHCR headquarters in Atambua, goes to strengthen the certainty and increase of the anxiety level of the community because events such as the attacks by terrorist, playing one side against the order, scorched earth policy and the slaughter of mankind represents the essence of the modus operandi of the masterminds and aggressors of the civil disturbances, who hide behind the permissive attitude of their bosses, who pretend to carry out their mission of securing the nation in a narrow sense. The facts demonstrate that the role and the action of the Army/Police force in that area correlate with the atrocities that have taken place in the Moluccas. Usually the terrorists are left alone and sometimes surreptitiously helped to carry out their uncivilized acts.
  8. We are certain that, the lives of three UNHCR contenders for human rights and thousands of lives of the victims of these civil disturbances in the Moluccas have the same value in the eyes of the world. Therefore we hope that the reaction of the international community towards the atrocities of the Millennium Declaration community towards the actions of the terrorists and their bosses (elements of the army, police and political elite) who are the masterminds behind the far more tragic civil disturbances in the Molucccas.
  9. It needs to be remembered that, attacks on the UNHCR installation occurred in the Moluccas (village of Tantui near the city of Ambon) before the attack on Atambua. The office and all the means for the distribution of the humanitarian aid and ministry towards refugees was burnt down. Therefore, a firm attitude of the international community is needed to deal with the militia involved and also to prevent a reoccurrence of a further attack on the strategic UNHCR targets. Fighting for mankind and humanitarian policies need to be the main priority in the Moluccas.
  10. The civil disturbances in the Moluccas and the attack on the UNHCR headquarters in Atambua represent a manifestation of the threat of a real attack on the integrity of the Indonesian nation and also of the world community undertaken by militia who have been organized on a national scale and have been aided by support from International Terrorist organizations. The main aim of this destructive force is desire to destroy Indonesian and destabilize make Asian - Pacific region.
  11. The idea and the movement towards the destruction of the Moluccas by these militia with the help of international terrorist groups will certainly make the Pacific region a target for terrorism. In that case certainly the stability of the region will be threatened and become a terrifying source for new terrorism whose headquarters will be built in the region of Eastern Indonesia.

We conclude that, an conducive atmosphere of calm in the Moluccas needs to be developed that will bring about long lasting reconciliation and prevent the emergence of further civil disturbances which are worrying the community, therefore we appeal to the international community when we state that :

  1. The role of the international community in intervening and bringing about effective pressure on the Indonesian government so that they send home the jihad forces and also the elements of the army and police who have become contaminated is needed.
  2. Pressure is needed on the government is needed to deal with the many forms of deviations of the army and police. The role of the army and police also needs to be controlled in a more healthy manner.
  3. International involvement is needed to deal with the problem of civil disturbance in the Moluccas as well as to help facilitate the process of a conducive way of life, that will increasingly lead to a real, thorough and satisfactory. Parallel to this, their needs to be a continuous effort to restore by stages the education process and to develop a rational structure for the community which at the moment is very fragile.
  4. International intervention is needed to observe and honestly investigate and expose several of the main problems which the government states as being the force behind the civil disturbances in the Moluccas but as yet has not been proved by the government itself. These problems include :
    1. The mastermind behind the civil disturbances in the Moluccas
    2. The involvement of army and police personnel.
    3. International conspiracy (e.g. Terrorism).
  1. To build centres for the International Red Cross and UNHCR in Ambon and Halmahera so that the humanitarian aid can be distributed widely and effectively to the community and especially the victims of the violence.
