The Vurtedion, Dergrad and Federation Contract

  This contract is to establish the conditions for which Starfleet can
control DS 101.  This contract has been agreed to by all concerned parties and 
shall be adhered to.

1.0 Conditions for Starfleet Occupation

 1.1 Starfleet will run DS 101 as a neutral station for peacetalks, the 
normal rules for neutral territory apply.

 1.2 Starfleet will allow the station to be used for commerce and trading
within it's own laws and with some adaption to consider races individual
rights.

 1.3 Starfleet must not 'take sides' in a confrontation between races, it
may however take hearings on Asylum cases, and in the case that hostilies
are in the area (5 light year diameter) of the station Starfleet may 
dispatch a vessel to halt the hostilities, however any battles outside of
this area are of no concern to Starfleet(unless they concern attacks on
Starfleet vessels).

 1.4 Starfleet is permitted to use the station as a base for operations in
the Amgine sector, as long as these operations do not cause unnecessary
entry into territory of the Dergrad Empire or the Vurtedion Federation.
Permits must be applied for for entry into either territory.

2.0 Guidelines for the Dergred Empire and Vurtedion Federation.

 2.1 Neither race is to initiate hostilies within DS 101's 5 light-year 
diameter space, such hostilities will be considered illegal and Starfleet
will act as is appropriate. (At the descretion of DS 101's CO or his/her
superiors).

 2.2 Attacking DS 101 will be considered an act of war against the United
Federation of Planets and Starfleet, Starfleet will act as is appropriate.

 2.3 Both races will allow for search and rescue of any Federation ships 
emitting a destress signal from either races territory.  It can be discussed
later whether the Federation ship was braking Federation law and Starfleet
will act accordingly.

 2.4 Both races accept that DS 101 requires a support vessel and will allow
this.

 2.5 Both races are welcome at DS 101 when ever they wish to visit for 
business, peace talks or recreation.  Other races from the Cocoon and
beyond will be allowed on the station.

3.0 Additional Information

 3.1 DS 101 is neutral ground and is not exclusivly for trade and talks
between the Vurtedion and Dergrad.  Other races may use the station for
the same purposes.

 3.2 The station becomes the property of Starfleet upon signing of this 
contract.  Starfleet are therefore permitted to adapt and modify the station
as they see fit.

 3.3 A standard permit can be obtained by Starfleet vessels to pass through
a corridor of space that leads deeper into the Cocoon, passing occasionally
through territory of the Dergrad Empire and Vurtedion Federation.  This
permit will not be issued however if the journey is not of genuine 
scientific purpose.
