The background border image was made with an image generated by Reptile, an excellent freeware program for creating textured and graded backgrounds. It comes with plenty of built in templates to get you started.
The size of the buttons can be changed by using the height and width commands within the IMG SRC tag. A size of 20 x 15 and 20 x 20 has been used here. The thickness of the dividers and bars can be changed in the same way.
The default link and background colours can be used with this set, but two suggested alternatives are:

The font used on the buttons is EnglishTowne-Normal, available free from here. Other similar fonts are available here. The small buttons are drawn from the Fleurons font.
