Who Can Receive the Holy Spirit?

On the Day of Pentecost, Peter stood and preached his first sermon (Acts 2:14-40). He declared that this miracle of power and speaking in tongues was "that which was spoken through the prophet Joel":

"In the last days shall take place, says God, that I will pour out my Spirit upon all mankind:  your sons and daughters shall prophesy, your young men shall see visions, your old men shall dream dreams; and in those days I will pour out my Spirit on my servants and my handmaidens. . . .  And it shall take place that whoever will call upon the name of the Lord shall be saved" (Acts 2:17-18, 21; see also Joel 2:28-29, 32).
