Thank you for bringing this document to my attention. I find it informative and also quite revealing. Until now, I labored under the impression that "denial at all cost" was a tactic only used against our members. Your experience shows that this is not the case. The fact that you experienced such problems with a student is not surprising. Students are only provided with basic training. This forces them to rely on profiles to a much greater extent than a regular officer would. This also means that though a seasoned officer might simply clarify a matter by asking a few more questions, a student may conclude a search is the only way to be certain.

I hope the Canadian Human Rights Commission will be able to shed some light on this matter and bring about changes that will prevent unfortunate situations such as yours from happening again.

Sincerely,
Serge Charette
