לחקור פעילות לא חוקית
של קול ישראל

ח"כ לשעבר לשעבר צבי הנדל פנה ליועץ המשפטי לממשלה בבקשה לחקור האם שידר קול ישראל במשך עשרות שנים בלא רשיון מן המשדרים בעיר רמאללה. פניית הנדל באה בעקבות עדותו של קצין מטה לתקשורת של המנהל האזרחי במשפט ערוץ 7 ביום חמישי.

בראיון ליומן לערוץ 7 אמר היום הנדל כי על פי עדותו של הקצין, שנה לפני הסכמי אוסלו, עוד לפני הקמת הרשות הפלשתינית, העביר קול ישראל את המשדרים ברמאללה לידי הערבים בלא אישורים, בניגוד לחוק, ובלי בדיקה בטחונית. קצין מטה תקשורת ביו"ש נתבקש אז שלא יתערב ויעלים עין. לדברי הנדל, מאחר ולא נערך אז מכרז, יתכן שיש בזה גם עבירה של שוחד. הנדל ציין, כי מן הרדיו הזה נשמעים מאז ועד היום דברי הסתה קשים נגד מדינת ישראל. הוא מדגיש את הניגוד בין ההתייחסות למעשים אלה לעומת החיפוש הבלתי נלאה אחר כל פרצה חוקית על מנת להפיל את ערוץ 7.

כתבנו חגי הוברמן מדווח כי הקצין שאישר את העברת המשדרים ברמאללה לידי הערבים, הוא שאישר את העבודות באתרים של חברת הטלפון הסלולרי הפלשתיני סמוך לישובים היהודיים ביש"ע.

ועוד באותו עניין: היום פשטו המשטרה ומשרד התקשורת על תחנת הרדיו 'רדיו 2000' בחולון ובישוב חשמונאים. שדרן ועובד התחנה עוכבו לחקירה.

 

WITNESS SURPRISES PROSECUTION IN ARUTZ-7 TRIAL


"The Israel Broadcasting Authority never asked for, and therefore never
received, a license to operate its Third Channel (Reshet Gimmel)
transmitters in Ramallah."  So testified yesterday the Chief Officer for
Communications in the Civil Administration of Judea and Samaria, David Cohen.  He also testified that Voice of Palestine radio received control of the transmitters while Israel still ruled Ramallah, and broadcast without a license "by orders from the higher-ups."  Cohen testified as a prosecution witness at yesterday's trial of ten Arutz-7 directors and employees, who are charged with operating a radio station without a license. 

In light of Cohen's testimony, Arutz-7's lawyers said they plan to summon then-Communications Minister Shulamit Aloni and  former Prime Minister Shimon Peres to testify about the government's apparent violation of the law.  The lawyers will also thereby attempt to show that the entire case against Arutz-7 is discriminatory.  Presiding Judge Yoram Noam said that he has the impression that "the Prosecution has nothing more than circumstantial evidence against Arutz-7."

REQUEST TO INVESTIGATE ILLEGAL BROADCASTING PRACTICES


Former MK Tzvi Hendel has asked Attorney-General Elyakim Rubenstein to investigate whether Voice of Israel radio broadcasts from Ramallah were aired without a license for many years.  The request comes in light of testimony by Civil Administration Communications Head David Cohen on Thursday during the Arutz-7 trial. 

Hendel, speaking with Arutz-7 today, confirmed Cohen's testimony that Voice of Israel transmitted without a license, and added, "This could possibly be overlooked, but they went even further and transferred the transmitters to the Palestinian Authority without the proper permits well before the signing of the Oslo agreement. This must be investigated."

. INVESTIGATION INTO COMMUNICATIONS MINISTRY OFFICIALS

A new development has surfaced in the Arutz-7 trial "which may undermine the entire basis of the prosecution's evidence against us," said station Operating Manager Yoel Tzur. During today's court proceedings, prosecution representatives confirmed that an investigation of senior members of the Communications Ministry - who were slated to testify today - is now underway. "Given this development, the judge consented to our request not to permit these officials to testify until police investigations have been completed," Tzur said. "Supervisors and other ministry officials apparently maintained connections with operators of certain pirate radio stations, who provided the ministry with contrived evidence that Arutz-7 had been broadcasting from various locations throughout the country," Tzur said. The case is scheduled to continue next week.
