Workshop Resolution on Imperialist Globalization and the US-Japan Security Agenda in the Asia Pacific

Whereas, there are no signs of any reduction of United States (US) military bases and facilities in Okinawa, mainland Japan, and South Korea despite the collapse of the revisionist-ruled Soviet Union and the triumph of the "capitalist roaders" in Beijing that marked the end of the "Cold War."

Whereas, in collusion with the Tokyo and Seoul governments, the US continues to maintain a military force level of 100,000 American troops in East Asia despite massive opposition from the people of Okinawa and growing opposition from the people of mainland Japan and South Korea where these foreign troops are stationed.

Whereas, the "redefined" US-Japan Security Treaty or AMPO opens the door to a resurgence of Japanese militarism, expansion of the destructive capacity of the Japanese Self-Defense Forces, and their employment and deployment beyond Japan's territorial boundaries for interventionist action anywhere in the world.

Whereas, secret negotiations between the US and its client states in the Asia-Pacific on so-called "acquisition and cross-servicing agreement" or ACSA are so designed to circumvent the people's opposition to foreign military bases, facilities, and troops.

Whereas, there is continuing US support in terms of material, training, intelligence, and psy-war assistance to military, paramilitary, and police forces engaged in repressive and suppressive actions against the people and people's organizations (POs) in the Asia-Pacific countries.

Whereas, the US has also adopted the so-called low intensity democracy (LID), a counter-revolutionary strategy using the bandwagon of "promoting democracy" to install, support and consolidate control over elite-dominated governments and to coopt leadership and control as well of non-government organizations (NGOs) and POs in the so-called "civil society" in order to undermine, neutralize or marginalize genuine POs and NGOs.

Whereas, there has been a marked increase in the sale of armaments to ASEAN countries from the industrial powers led by the US which, instead of enhancing peace and harmony in the region, only leads to social unrest and heightened internal conflict because they are used not for national defense purposes, but for repressive and suppressive action against the people.

Whereas, the man-made disaster otherwise known as the Asia-Pacific Economic Cooperation (APEC) brings forth a scenario of unabated imperialist victimization of the broad masses, increase in state repression and militarization, intensifying class contradictions and social unrest, and the unfolding of a historic conflict between reactionary state power and progressive people's power.

Whereas, US-Japan economic and military alliance is in essence an imperialist partnership for economic domination of the Asia-Pacific region motivated by capitalist greed for superprofits through the vicious exploitation of cheap labor, unrestricted plunder of the national patrimony, and destruction of the environment and ecology system of Asia-Pacific countries.

The participants of the Workshop thus CALL on the participants of the People's Conference Against Imperialist Globalization and their respective organizations to:

CAMPAIGN for the abrogation of all military treaties and agreements forged between the US and its client states in the Asia-Pacific whose primary purpose is to promote imperialist aims and impose an unjust social order on the people of the region.

CALL for the DISMANTLING of all US military bases and facilities and WITHDRAWAL of all US overseas troops that actually function as de facto military occupation forces in Okinawa, mainland Japan, and South Korea.

EXPOSE AND OPPOSE the marked increase in the sale of armaments by the industrialized powers in collusion with the politico-military hierarchies of client states and unabated US intervention aimed at suppressing the people's just struggle for national liberation and social emancipation in the Asia-Pacific region.

CONDUCT a series of awareness campaigns and political actions focusing on the imperialist and neocolonial objectives of APEC and the "redefined" US-Japan Security Treaty.

SUPPORT the just struggle of the people of Okinawa and mainland Japan against the continuing presence of US military bases, facilities, and troops on Japanese territory.

SUPPORT the just struggle of the people of South Korea for the removal of US military bases, facilities, and troops from Korean territory and eventual reunification of the two Koreas.

SUPPORT the growing sentiment of the Taiwanese people for the reunification of China and Taiwan.

CALL for the enforcement of the Southeast Asia Nuclear Weapons Free Treaty and South Pacific Treaty of Raratonga and the ultimate ELIMINATION of all weapons of mass destruction to include nuclear, chemical and biological weapons.
