An act to add Section 3069 to the Penal Code, relating
to parole.
LEGISLATIVE COUNSEL'S DIGEST
AB 1243, as amended, Wiggins. Parolees.
Under existing law, the Department of Corrections oversees
parolees throughout the state.
This bill would require the department to collect and
analyze
information regarding the level and type of services and funding
available to parole populations in different cities and counties
throughout the state. This bill would require the department
to
prepare a report regarding its findings for submission to specified
law enforcement officials and the Legislature and for publication on
its website no later than April 1, 2002
January 1, 2003 .

THE PEOPLE OF THE STATE OF CALIFORNIA DO ENACT AS FOLLOWS:
SECTION 1. Section 3069 is added to the Penal Code, to
read:
3069. (a) Commencing upon the enactment of the Budget
Act of
2001, the Department of Corrections shall accumulate information on
the parole population in every city, county, or city and county, and
the level and type of services provided to the parole population by
the city, county, or city and county. The department shall collect
information for the purpose of identifying those cities, counties,
or
cities and counties that may be receiving or providing a
disproportionate amount of funding or services to the local parole
population. Information shall include, but not be limited to,
the
number of parolees, the percentage of parolees per capita,
demographics of the parolee population, the number of parolees with
prior convictions for violent felonies, the number of parolees with
convictions for sex offenses, recidivism rates of the parole
population, the available programs and services that address issues
including, but not limited to, employment and job training, substance
abuse prevention, and mental health treatment, and the capacity of
the existing programs and services.
(b) The department shall analyze the information it collects
and
submit a report containing the data to all sheriffs or chiefs of
police, or both, and district attorneys, that have jurisdiction over
the parole population and to the Legislature no later than
April 1, 2002 January 1, 2003 .
The department
shall also make its report available electronically on its website.
