You can't do it exactly within SAAMI max. pressure with available components.

If you want to come close to M193 with 55-gr. FMJBT bullets in GI cases, use 
the Federal 205 or Remington 7-1/2 primer with 26.0-27.0 grs. of H335, 
adjusting the powder charge to 3180 +/- 30 f.p.s. and you will be as close as 
you can be within safe pressure.  M193 which is loaded to Mil-C-9963F will go 
about 3200 in a new M16 barrel, but velocity drops as the throat wears, and I 
would not try to break 3200 in a rifle which has been shot much.

If you have the 62-gr. FMJ bullets and want to approximate M855, try 26 grs. 
of W748 or Ball C2, or you can safely use 25 grs. opf H335 for a bit less 
velocity.
