The ACA announced recently that they were investigating a number of cases in which foreign companies had offered bribes to local companies in exchange for business.

The story below,which appeared in the English language Japan Times, almost 4 years ago,tells how Itochu paid for info on the KL monorail project. The Itochu led consortium has been awarded the RM 1. 9 billion contract for the monorail prject.

A former Berjaya Group director,Aminuddin Rouse, in now the local director of the company named at the end of this story, which the jailed Japanese oil trader Izui used to facilitate his work on the project with Itochu.

Shoud not the ACA investigate how Itochu obtained the contract for the monorail project.

Itochu paid Izui 10 milliuon yen for info

A scandal tainted Osaka oil dealer received 10 million yen from Itochu Corp in return for information on a Malaysian monorail project,according to officals at the trading house.

A spokesman for Itochu has confirmed that the firm paid the money to tax evasion suspect Junichi Izui,owner of oil wholesaler Izui Sekiyu Shohai,in return for information on the mnonrail project in Kuala Lumpur.

Itochu which received the information 2 1/2 years ago,is now preparing its bid on the project the spokesman said. .

Izui,who reportedly has close ties with politicians and bureaucrats, was arrested this month on suspicion of evading 330 million yen in income taxes between 1992 and 1994 by failing to report income.

Prosecutors searched the headqaurters of Mitsui Oil and Mitsubishi Oil in relation to the tax evasion case and questioned their top executives because Izui allegedly received some 5.7 billion yen in brokerage fees for oil deals.

The oil traders involvement with Itochu came to light when it became clear he worked with a number of major trading houses ,investigative sources said. In the Malaysian deal Izui set up a Malaysian based company known as Trans Pacific Consulting Malaysia.

According to the Itochu spokesman, Izui visited Itochu in March 1995 and told them about construction for the monorail project in Kuala Lumpur.
