HO's MONITORING AND EVALUATION SCHEME
OBJECTIVES
The objectives of this Directive are:-
a. To monitor and evaluate the performance of members.
b. To give due recognition and rewards to committed members.
c. To encourage members to involve more actively in NPCC
activities.
AUTHORITY
a. The OC and EXCO in office will form a panel to enforce
the scheme.
b. The final decision will be made by the OC with the
advise from the EXCO.
c. In the absence of the OC, the EO will assume the role
of the OC in the panel.
d. For calculation of points, only the EO, AO and DO will
be involved.
GENERAL PRINCIPLES OF EVALUATION
The following principles should be applied in the evaluation of HOs:-
a. The evaluation will consist of 3 main parts, namely:
1) Yearly Confidential
Reports on HOs done by OCs of respective schools
2) Peer Appraisal
3) Total number of
service hours in school, HQ and NUS based activities
b. All 3 parts will carry the same amount of weightage.
c. Computation of points, refer to Annex A.
d. The details of the evaluation will be kept confidential to
all HOs with the exception of EO, AO and DO.
e. After the final calculation of points, the results will be
presented to the panel in the form of rankings.
f. The final decision of the various awards winners will be
done by the OC with the advise from the EXCO.
g. All evaluation forms shall be filed and be kept under the
charge of AO.
h. All evaluation forms can only be destroyed after 5 years.
QUALIFYING PERIOD
a. The period of evaluation starts from 01 Dec of the preceding
year to 30 Nov of the current year.
EVALUATION EXERCISE
a. The evaluation exercise will be held on a yearly basis.
b. All evaluation forms must be submitted to EO, AO and DO by
15 Dec.
c. The final computation must be ready by 20 Dec.
d. The results of the evaluation must be submitted to the panel
by 22 Dec.
e. The final decision has to be made before the annual Year-End-Function.
f. The announcement and the presentation of the awards will
be done at the Year- End- Function.
AWARDS
a. The awards are as follows:-
1) HO of the Year (the highest
award)
2) Outstanding Performance Awards
(One from each batch)
3) Recommendation Awards
b. In the absence of a suitable candidate for HO of the Year
and Outstanding Performance Award, no such awards shall be given.
c. The HO of the Year and the Outstanding Performance Awards
recipients may also be eligible for other awards.
INCENTIVES
a. All award winners will be presented with a certificate and a
plaque.
b. The recipients of awards 1 and 2 may be nominated for incentive
trips organised by NPCC HQ.
c. The ranking of HOs obtained from the evaluation may be used
as a reference for recommendation for any external awards, for example:-
1) The NPCC Service Medal Award
2) The Commissioner of Police
Commendation Award
3) Other awards
OTHERS
a. Any amendments to the above Directive requires a 2/3 majority
from the EXCO and the OC's approval.
Annex A
1. Yearly Confidential Report
1.1 The maximum points obtainable from this part is 60.
1.2 The breakdown of the points are as follows:-

My assessment of his/her overall performance is as indicated with a
tick below:
Consistently conducts effective NPCC programmes with great (

Usually conducts NPCC programmes well and can sustain the (

1.3 If the HO concerned suspects that the school OC Unit gives
him / her an unjustified report, he / she may appeal to the panel before
the panel meets for the final decision.
1.4 For those HOs who are not attached to any school units or
whose Confidential Reports are not furnished, they will be given a score,
40% of the highest score for this part.
2. Peer Appraisal
2.1 The maximum points awarded for this part is 60.
2.2 All HOs will be given a piece of Peer Appraisal Form at
the end of Nov.
2.3 The Peer Appraisal form will consist of the names of all
the current HOs in the Unit.
2.4 Members shall appraise their fellow HOs by ranking the top
3 HOs of their choice.
2.5 Only current HOs are eligible for appraisal.
2.6 The points will be given as follows:-
a) Ranking of 1 =
60
Ranking
of 2 = 50
Ranking
of 3 = 40
b) No ranking = 20
2.7 The computation is as the following example:-
HO Quek is from the 18th batch and there
are 10 HOs altogether in the Unit; 3 out of 10 had given him a ranking
of 1, 3 gave him a ranking of 2 and 1 gave him a ranking of 3, 2 did not
rank him. Thus HO Quek had accumulated a total of:
3 x 60 = 180
+ 3 x 50 = 150
+ 1 x 40 = 40
+ 2 x 20 = 40
410
HO Quek's score for this
part would be the total score divied by the total number of HOs in the
Unit who participated in the Peer Appraisal Exercise.
Result for HO Quek
= 410 / 10
= 41 (out of the possible 60)
2.8 No self-appraisal is allowed.
3. Total number of service hours in NPCC activities
3.1 The maximum points awarded for this part is 60.
3.2 This part is made up of 3 equal categories:
a) NUS based activities
b) School Unit based activities
c) NPCC HQ based activities
3.3 Each category carries 20 points.
3.4 Points awarded for participating in NUS based activities
are as follows:
a) Meetings: 20 or more hours
= 10 pts
12 - 19 hours = 7 pts
6 -11 hours = 5 pts
3 - 5 hours = 3 pts
below 3 hours = 1 pt
b) Functions: 20 or more hours
= 10 pts
12 - 19 hours = 7 pts
6 -11 hours = 5 pts
3 - 5 hours = 3 pts
below 3 hours = 1 pt
3.5 Points awarded for participating in School Unit based activities
are as follows:
a) Camps: 100 or more hours =
10 pts
75 - 99 hours = 7 pts
50 - 74 hours = 5 pts
25 - 49 hours = 3 pts
below 25 hours = 1 pt
b) Parades/Others : 80 or more
hours = 20 pts
60 -79 hours = 15 pts
40 - 59 hours = 10 pts
20 - 39 hours = 5 pts
below 20 hours = 1 pt
3.6 Points awarded for participating in NPCC HQ based activities
are as follows:
a) HOBTC: 100 or more hours =
10 pts
75 - 99 hours = 7 pts
50 - 74 hours = 5 pts
25 - 49 hours = 3 pts
below 25 hours = 1 pt
b) Other courses: 20 or
more hours = 10 pts
12 - 19 hours = 7 pts
6 -11 hours = 5 pts
3 - 5 hours = 3 pts
below 3 hours = 1 pt
4. Summing of 3 parts
4.1 The scores from each of the 3 parts will be added to give a
grand total for the HO participating in the Evaluation Exercise.
4.2 All the HOs will then be ranked according to their scores
in the Unit level and later in their respective batch.
4.3 The OC, with the advise from the EXCO, can give Bonus points
to any HOs who have made outstanding contribution which are not reflected
in the above 3 parts.
4.4 Compassionate points can be given by the OC, with the advise
from the EXCO, to any HOs who are unable to attend activities due to valid
reasons.
4.5 The total for both Bonus and Compassionate points must not
exceed 30 points.
4.6 The summing up of the three parts and the rankings of the
HOs will be done by the EO, AO and DO who will further counter-check the
calculation among
themselves.
4.7 The OC will verify the results.
4.8 The results will then be presented to the panel for further
selection.
