Civilization has embraced a highly refined essence of culture for well over 2,000 years. Commerce and quality of life have danced in a delicate and at times bold interplay throughout the evolution of humankind. Yet, never so precariously as it does, today.

The earth and its abundant blessings and resources sway on a pendulum in orbit between the drive for survival and the corruptability of commerce. Decisions regarding global resources are now -more than ever -entertwined with the very essence of global survival. We may no longer separate the issue of our individual automobiles and energy consumption or energy production choices from our collective journey, together, on planet earth. People around the world are asking for responsible energy products. It is up to us to put them within reach and within budget, today. Humanity must be provided environmentally -protective energy solutions with related products commercialized through sound financial and marketing strategies that will responsibly address our growing energy needs, today -not only ten to twenty years down the road. The Headrick Solar-Voltaic Dome™ Power Station is an important photovoltaic application that meets the needed criteria.

To meet the need, it is imperative to implement a variety of marketing strategies to intensify political efforts with the aim of making photovoltaics competitive on a broad scale. The purpose of this work is (1) to contribute to an appropriate action plan for this goal, (2) to reduce the cost of photovoltaics by increasing production using costing formulas with PV in the commercial construction industry, and (3) to evolve a competition of discovery and sharing through the advent program for this mid-size PV system through the commercial real estate industries of the United States, the European Commission and Japan. This is an important focus in the action plan to establish a solid foundation for photovoltaics to evolve globally as a viable World Trade Commodity of the 21st Century.

This international program will initiate production of 6.3 million SF of solar panels for three hundred 210’ solar dome power stations, and likely result in the building of at least twelve new manufacturing plants in the global marketplace. When complete, the program will provide a total of 450 MWh (75 MWp) of new PV energy daily within the US, Europe and Japan. The goal to evolve mainstream commercialization through this cooperative process of discovery and sharing will naturally evolve increased understanding, healthy competition for manufacturers and installers in each nation as well as development incentives.

The World Renewable Energy Congress IV is the global forum needed to generate the document of agreement to timely facilitate this important challenge. The knowledge gained through this program will provide valuable assistance to all nations needing and using photovoltaic energy. Our presentation will be a formal ceremony where attending officials from the United States, the European Commission and Japan will sign this document. It will be a memorable event of the upcoming World Renewable Energy Congress IV. 150 MWh daily in the United States is a small, but important contribution toward the National Renewable Energy’s goal of 1000 MW in the US by 2000. I seek your cooperation and assistance to plan, compose, sign and implement this important agreement to facilitate our use of the Advent of the Headrick Solar-Voltaic Dome™ Power Station as an important tool within the commercial real estate industry to establish photovoltaics as a viable World Trade Commodity by the year 2000.
