The manifestation of sorrow for a persons death by the wearing of black clothes, black veils & caps etc. There is a good description of UK mourning customs and apparel under the encyclopedia section for on Dict. Com there was even special mourning jewelry such as lockets and cameos to wear & keep the deceaseds hair in. So it appears Frances is giving them money to buy mourning apparel for her death.
