Well designed with high-quality graphics. Graphics must be original and creaative. You do not have to design them yourself but they must be different from most sites!
Quick load time. This really counts on this award!
Using height/width tags on images is a big plus!
No broken images or dead links. None. (A few dead links are one thing, but not to exceed 2 or 3, unless they are parts of your site, then all links should work.)

No annoying pop-ups or java script errors.
Please do not go overboard on the java applications.
1 or 2 animated gif's are fine. Too many take to long to load. And I am a very impatient person!
Watch for spelling, grammer, etc.
