                          Steamed Beef Dumplings

   1 1/4  pounds        ground beef
     3/4  cup           water
   2 1/2  tablespoons   light soy sauce
   1 1/2  teaspoons     cornstarch
   1      teaspoon      msg (optional)
     1/4  pound         ground pork
   1      teaspoon      sugar
   2      tablespoons   potato starch
   1      dash          baking soda
   1      dash          sesame oil
   1      dash          minced tangerine peel
   1                    scallion -- minced
     1/2  teaspoon      parsley -- minced
   1      dash          white pepper
   1      dash          salt

Mix beef, baking soda, water, and salt together well. Marinate 4 hours in refrigerator. Add potato starch, and all the rest of the ingredients. Whip them thoroughly. Shape into balls about the size of a golfball and steam them for about 8 minutes.
These can be frozen before being steamed. If you wet your hands before you roll the meatballs, it makes it easier and the balls come out smoother. Serve with any dipping sauce.
