Shining Text
This is the style of text used in this entire web site. It is a simple technique using: 
- the font tool, 
- layers, 
- the motion blur effect and 
- the Gaussian blur effect. 
Here is an example of the end result.
Step 1: 
Start a new file with black as the background set at 16 million colours. Select white as the foreground and enter some text. I used the Arial font set at size 20. Unselect the text by clicking "selections - select none".
Step 2: 
Now use the "motion blur" effect by selecting "image - blur". Set the angle to 0° and the number of pixels to 20. Blur the text twice. This creates the light shining above and below the text.
Step 3: 
Create a new layer by clicking "layers - new". Enter the same text and drag it over the blurred text. Unselect the text.
Step 4: 
Now select the "Gaussian blur" effect and set the radius to 5.00. This should create the glowing immediately around the text. You should achieve the image below.
Step 5: 
Insert the same text again and place it in the original position. This is the final image.
You could also try experimenting with colours to create coloured shining text.
