Charles Ballance Brooks Jr was born in Memphis, TN on May 4, 1910, the son of Charles Ballance Brooks and Letitia Hart Vance Brooks. He attended public school in Memphis and entered the US Naval Academy, Annapolis, MD June 20, 1927.
04 June 1931 Graduated from US Naval Academy and commissioned Ensign in the US Navy
June 1931 to February 1936 Junior Officer on the USS New York
March 1936 First Lieutenant of USS Worden
June 1937 to June 1939 Postgraduate School, Annapolis, MD.
June 1939 to February 1941 Communications Officer on the Staff of Commander Cruiser Division Five, on the Flagship USS Northampton.
February 1941 to December 1941 Staff of Commander Cruisers, Scouting Force in the Flagship USS Chicago.
January 1942 to February 1944 Communication Officer on Staff of the Commander Carrier Divisions (Pacific Fleet), attached successively to the USS Yorktown, USS Saratoga and USS Bunker Hill. The USS Bunker Hill won the Presidential Unit Citation for heroic service in the Pacific Area from 11 November 1943 to 23 February 1944.
February 1944 to May 1945 Instructor at Naval Postgraduate School.
May 1945 Communications Officer, Staff of the Commander Third Fleet.
May 1945 to Sept 1945 Staff duty on board the USS Missouri and USS South Dakota.
17 November 1945 to 25 February 1946 Executive Officer of the USS Indiana.

May 1947 to March 1948 Commander of the Destroyer USS Sheldon.
May 1948 to June 1951 Shore duty in the Bureau of Naval Personnel Officer Detail), Navy Department, Washington, DC.

May 1952 to May1953 Operations and Plans Office on Staff of Commander Amphibious Group Four attached to the USS Taconic, Flagship.

Dec 1959 Ordered to duty as Deputy Standing Group Representative to the North Atlantic Council, North Atlantic Treaty Organization with Headquarters in Paris, France.

1 November 1962 After a period of hospitalization, he was transferred to the Retired List of the US Navy2.
23 November 1962 Reported for active duty as Director of Naval Warfare Analyses, Office of the Chief of Naval Operations and Deputy Scientific Officer, Center for Naval Analyses, Naval War College, Newport, RI.
28 July 1969 Rear Admiral Charles Ballance Brooks, Jr. died at the US Navy Hospital, Portsmouth, VA
