Domburg:

I heard this is a nice surfspot which can get descent waves, not too much people in the water outside the summer season.

 

Maasvlakte:

Good, powerful waves (for Dutch standards) because it breaks over rocks, mostly uncrowded, there can be a strong current

 

Den Haag

Kijkduin:

Can get good waves with high tide , but there is a strong current, less crowded than Scheveningen. Camping real close to the beach.

 

Scheveningen South

This is one of the best beaches in Holland for surfing, it does need a big swell. The harbor jetty is a good shelter when there is a strong northerly wind. It gets crowded.

 

Scheveningen North

On the other side of the harbor. This place is very crowded on any day with waves, and the locals do not like to be dropped in on, so beware. With a good swell it can be a really good beach. 2 good surfshops are close. Camping in Kijkduin.

 

Noordwijk, Katwijk and Zandvoort.

Waves are not very good for wavesurfing, better for windsurfing. Very strong current. Nice places to visit in summertime. It is not crowded. All have several campings close to the beach.

 

 

Wijk aan zee

 

One of the best spots in Holland, mostly it is uncrowded because access without a car is difficult.Watch out for the current because if you don't you will end up on the rocks of the jetty.It can hold waves up to 1.5 meter.

Bergen, Egmond and Castricum aan Zee

Nice waves, nothing spectacular but it is not crowded. Camping available

Waddeneilanden 

(Texel, Vlieland, Terschelling, Ameland, Schiermonnikoog)

I have been there a few times, but haven't seen waves then. But I saw pictures of the German wadden islands with good waves. So I think on a good day they all have very nice waves, without crowds.
