UNIVERSAL DECLARATION OF NATURAL ENVIRONMENTS, HUMAN RIGHTS AND PERSONAL RESPONSIBILITIES
(Based on UNIVERSAL DECLARATION OF HUMAN RIGHTS, United Nations General Assembly resolution 217 A (III) of December 10, 1948)
(Drafted on October 11, 2001. Last updated on July 30, 2005)

(Note: the italics indicates proposed amendments. The main idea is to bring the natural environments, personal responsibilities and rotational leadership into the declaration. The scope of unalienable Rights and Responsibilities is broadened to include fourty one items.)

Article 1.

    All human beings are born free, independent and equal with identities, sameness, similarities and differences. They are endowed with dignity, conscience and reason; and certain unalienable Rights and Responsibilities, among which are Natural Environments, Natural Diversities, Birth Citizenship, Loving, Living, Birth Planning, Work-Service-Income, Planning-Comparison, Study-Education, Culture-Thinking- Morality-Ethics, Science-Technology, Laws, Justice-Impartiality, Health-Safety, Clothing-Food, Residence-Walk-Travel, Liberty, Communications, Exchange-Trade, Sincerity-Openness, Democracy, Equality, Non-Discrimination, Freedoms, Independence, Peace, Facts-Truth, Faithes, Responsibilities, Mutual Help-Cooperation- Sharing, InterGenerational Connections, Rotational Governments, Rotational Organizations, Social Insurance-Security-Welfare, National Defense, Rotational and Leadership, Public and Governmental Services and Private-Collective-Public Ownership; and should act towards one another in the spirit of siblinghood and YI SHI ZU PU.

    (1) The word "Dignity" means self-respect, sense of self-importance and respect for others.

    (2) The word "Reason" means to rely on facts and truth, and think in the best long term individual, collective and public interests.

    (3) The word "Conscience" means the desire to be the best, and always hope to act in the best and long term individual, collective and public interests.

    (4) The phrase "Natural Environments" means the respect for the laws of Nature, Nature preservation and conservation, protection, beautification, careful use, reuse, recycle, renewal and restoration. The most important tasks are the protection of trees, forest and wildlife as well as the planting and cultivation of forest, trees, shrubs, vines, grass and other vegetation.

    (5) The word "Natural Diversities" means to recognize that there are diversified life forms and things in the natural environments and that their preservations are very important to maintain a healthy ecosystem.

    (6) The phrase "Birth Citizenship" means that every person has the birth right to the citizenship of the country of birth. Everyone may have one nationality or multiple nationalities or citizenships.

    (7) The word "Loving" means mutual care, help and support between spouses and among family members, neighbors, relatives and friends, and other members of the society. It also includes forgiveness.

    (8) The word "Living" means to live happily with the hope of immortality; safety measures are to be taken to protect life; no limit is set for human life-span and a person's life is not to be terminated against the person's will. Every person should have the opportunity to live in and experience varied living environments.

    (9) The phrase "Birth Planning" means to plan the birth rate according to the amount of population that the natural resources can support. Everyone has the responsibility to practice birth control.

    (10) The phrase "Work-Service-Income" means physical and intellectual work that a person is competent with on the basis of the person's ability, education and experience, for the living and long term benefit of people. Work and service may result in direct consumerable products or spiritual satisfaction. Otherwise, fair compensation should be provided for the work performed and the principles of "fair market value" and "equal pay for equal work" should be followed as much as possible. Everyone should create and seek opportunities to practise life time working and service. Rotationary, part-time and multitasking work-service systems should be adopted so that everyone has the opportunity to do varied physical and intellectual works.

    (11) The phrase "Planning-Comparison" means to write, draw, calculate and compare alternatives before doing things or actions.

    (12) The phrase "Health-Safety" means to prevent and treat physical and mental injury and sickness.

    (13) The phrase "Clothing-Food" means sufficient clothes to keep warm or cool, and sufficient and nutritionally balanced food.

    (14) The phrase "Residence-Walk-Travel" means a safe place to sleep and stay as well as the corresponding road to walk for daily life, learning and work. Those who are unable to walk should be provided with vehicles to travel on the walking road. Short and long distance travel which aims at promoting health, learning, friendship or cooperation should be available for everyone. In transportation, no income or low income people may wait on stand-by to travel at low cost or for free.

    (15) The word "Communications" means that concerned parties choose appropriate times or set fixed intervals to talk in person or on the telephone, and exchange in writing, etc., so as to achieve coexistence and mutual support and benefits.

    (16) The word "Liberty" means material, spiritual, health and environmental wellbeing; tolerance, giving and generosity, and to ensure freedoms and help others to be free. A typical example is the elimination of oppression and persecution.

    (17) The phrase "Exchange-Trade" means that natural resources are different from one place to another, and products and intellectual properties are different from place to place and from people to people, and the exchange and trading of different products and services can ensure living and happiness for all.

    (18) The phrase "Sincerity-Openness" means talking directly and clearly, open door policy for work and service activities, and acceptance of public opinions, support and supervision.

    (19) The phrase "Study-Education" means that thirteen years of continuous, tuition free, mandatory and full time education is provided by the governments without discrimination. Three additional years of tuition free and mandatory education is provided and these three years may be calculated continuously or accumulated over more years. There is a wealth of knowledge in the world. Everyone should create and seek opportunities to practise life time studying and teaching.

    (20) The phrase "Culture-Thinking-Ethics" includes literacy-culture, arts, physical culture-sports, knowledge, logic-reasoning, wisdom, Morality, etc.. There is a vast accumulation of knowledge worldwide throughout the thousands of years of human history. In working and living, everyone should learn, apply and verify, keep, spread and create knowledge.

    (21) The phrase "Science-Technology" means the learning, application and searching of the laws of Nature, society and person.

    (22) The word "Laws" means itemlized rules that are written under the guidance of dignity, reason, conscience, and historic experience; and they are for the best and long term individual, collective and public interests, are acceptable to everyone, and have been accepted by democratic procedures.

    (23) The phrase "Justice-Impartiality" means upholding and implementing the law without prejudice and discrimination.

    (24) The word "Democracy" means that everyone should act in the best and long term individual, collective and public interests in patience and diplomacy, and that a government is of the people, from the people, by the people, for the people, among the people and serves everyone. The will of the people shall be the basis of authority of governments; this shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.

    (25) The word "Equality" means that all individuals are equal in dignity and rights. In terms of dignity, rights, responsibilities and leadership, all persons and legal persons are free, independent and equal with identities, sameness, similarities and differences regardless of whether they be individuals, groups, associations, companies, organizations, governments, nations or countries. The equality of men and women is a typical example. In the determination of equality, a person should take into consideration of the human, material, intellectual, time and monetary wealth etc. that is owned and shared.

    (26) The phrase "Non-discrimination" means that all persons are equal before the law; within certain lawfully defined limits, all persons are equally subject to the same regulations and disciplines; and no one may be mal-treated, put in difficulties, humimiated or insulted.

    (27) The word "Freedoms" include freedoms of Living, Residence, Migration, Choice, Belief-Religion, Opinions-Speech, Media-Press-Print, Poster-Notice-Distribution, Expression-Demonstration, Association-Organization, Assembly, Petition, Work, Transportation, Communication, Information, Education-Study, Marriage, Separation, Divorce, Asylum, One or Multiple Citizenships, and Ownership, etc..

    (28) The word "Independence" means to create conditions to enable independent thinking, living, working and decision making for all individuals. Every person should try to be one's own best and set examples for others. Adults of and over the age of twenty should achieve economic independence. Organizations, nations and countries should achieve self-government and self-determination. Individuals are the most basic unit of a society.

    (29) The word "Peace" means resolving disputes in patience and diplomacy as well as moderation in drinking and eating to maintain good health and non-extravagancy.

    (30) The phrase "Facts-Truth" means to be honest, tell the truth, present the facts, and seek truth from facts.

    (31) The word "Faithes" means to hope for a promising future; persevere in, advocate, promote and uphold justice and fairness; correct mistakes; being loyal towards others and belief in the truths regardless religious denominations.

    (32) The word "Responsibility" means to perform each and every work or service earnestly and enjoy the results and bear the consequences thereof.

    (33) The phrase "Mutual Help-Cooperation-Sharing" means helping and supporting one another or working together, and the common enjoyment or use of limited public, collective or private natural resources, material and intellectual properties or facilities.

    (34) The phrase "United Generations" means the mutual care and support without distinction of age, generation and other personal characteristics. The interests of future generations are to be considered in the use and preservation of natural resources as well as in industrialization and agriculture.

    (35) The phrase "Rotational Governments" means that a government is the organization of all the people of a certain territory. Government workers are selected by popular elections, examinations and/or evaluations. Government expenses and employee salaries are mainly funded by tax revenues. The governments may engage in limited economic activities to secure supplementary funding and as a comparison to the economic activities of individuals and organizations. The governments may also participate in the economic activities of individuals and organizations as share holders. The governments should strive to be their own best by improving services and reducing the cost of administration. The governments should implement rotational, part time and volunteer work-service systems to ensure that the government servants are of the people, from the people, by the people, for the people, among the people, serve everyone and will go back to the people. Every person in a life time can have the opportunity to work in or for the governments. The governments should ensure equality, wellbeing-liberty, freedoms, justice, rights and responsibilities for everyone; issue monetary coins and bills; manage the nation's compulsory educations; manage weapons technologies and productions; administer the armed forces; administer social insurance, security and welfare; and help people in difficult circumstances. All persons at the age of fifteen and over have the right and responsibility to vote or be voted on in governments elections in the country where the person lives permanently or temporarily. The governments should set the best examples for the society.

    (36) The phrase "Rotational Organizations" means associations or companies that are organized by a group of individuals for various purposes of communication, fellowship, friendship, religion, education, training, products, and services etc.. Organizations are more diversified than the governments. The management and administration of an organization should set and follow standards similar to the governments and individuals. Organizations should strive to be their own best. An organization should implement rotational work-service systems for all employees to know the business of the organization. An organization should also implement rotational leadership systems for provide the opportunity for every employee to be in a leadership position sooner or later. An organization should implement part time and volunteer work-service and leadership systems to allow for the participation of outside people.

    (37) The phrase "Insurance-Security-Welfare" means insurance coverage for unemployment, loss, illness, injury and disability to help achieve self-reliance, self-sufficiency and the ability to work. If a person does not have sufficient income, the insurance premiums should be waived and the governments should provide monetary, credit and other assistance for the person to have the freedom to obtain basic living conditions such as clothing, meal, shelter, sleep and travel, and to participate in working, training, education, literary, cultural and artistic activities.

    (38) The phrase "National Defense" means to protect and defend existing national borders against invasion and to ensure peace between countries.

    (39) The phrase "Rotational Leadership" means to be in a leadership job-post-duty, a authority position or with capability to gather opinions, take initiatives to rally others, and to propose or make decisions in order to serve the best and long term individual, collective and public interests. Various leadership rotational systems should be implemented so that continuity is maintained and everyone has the opportunity sooner or later to be in a leadership position.

    (40) The phrase "Public and Governmental Services" means to serve the people with work, service, material and intellectual properties with or without compensation either individually or with organizations. It includes governmental public services, i.e., working part-time or full-time for or in the governments to serve the public interests.

    (41) The phrase "Private-Collective-Public Properties" means individuals and families have the freedom of property ownership; and that collectives, the governments and the people own, manage or use certain forest, water and land resources as well as other material and intellectual properties.

Article 2.

    Everyone is entitled to all the rights, and responsibilities set forth in this Declaration, without distinction of any kind such as physical, cultural and social characteristics. Physical characteristics include race, skin colour, hair colour, eye shape and colour, sex, sexual orientation, disability, appearance, stature, odour, etc..Cultural characteristics include language, dialect, accent, religion, belief, political and other opinions, education and diploma, occupation and profession, etc.. Social characteristics include national or class origin, age, place of birth, marital status, authority and leadership position, material wealth, etc...

Article 3.

    Everyone has the right to life, liberty and security of person.

Article 4.

    No one shall be held in slavery or servitude; slavery and the slave trade shall be prohibited in all their forms.

Article 5.

    No one shall be subjected to torture or to cruel, inhuman or degrading treatment or punishment.

Article 6.

    Everyone has the right to recognition everywhere as a person before the law.

Article 7.

    All are equal before the law and are entitled without any discrimination to equal protection of the law. All are entitled to equal protection against any discrimination in violation of this Declaration and against any incitement to such discrimination.

Article 8.

    Everyone has the right to an effective remedy by the competent national tribunals for acts violating the fundamental rights granted him by the constitution or by law.

Article 9.

    No one shall be subjected to arbitrary arrest, detention or exile.

Article 10.

    Everyone is entitled in full equality to a fair and public hearing by an independent and impartial tribunal, in the determination of his rights and obligations and of any criminal charge against him.

Article 11.

    (1) Everyone charged with a penal offence has the right to be presumed innocent until proved guilty according to law in a public trial at which he has had all the guarantees necessary for his defence.

    (2) No one shall be held guilty of any penal offence on account of any act or omission which did not constitute a penal offence, under national or international law, at the time when it was committed. Nor shall a heavier penalty be imposed than the one that was applicable at the time the penal offence was committed.

Article 12.

    No one shall be subjected to arbitrary interference with his privacy, family, home or correspondence, nor to attacks upon his honour and reputation. Everyone has the right to the protection of the law against such interference or attacks.

Article 13.

    (1) Everyone has the right to freedom of movement and residence within the borders of each state.

    (2) Everyone has the right to leave any country, including his own, and to return to his country.

Article 14.

    (1) Everyone has the right to seek and to enjoy in other countries' asylum from persecution.

    (2) This right may not be invoked in the case of prosecutions genuinely arising from non-political crimes or from acts contrary to the purposes and principles of the United Nations.

Article 15.

    (1) Everyone has the right to a nationality or multiple nationalities.

    (2) No one shall be arbitrarily deprived of his or her nationalities nor denied the right to change his or her nationalities.

Article 16.

    (1) Men and women of full age, without any limitation due to race, nationality or religion, have the right to marry and to found a family. They are entitled to equal rights and responsibility as to marriage, during marriage and at its dissolution.

    (2) Marriage shall be entered into only with the free and full consent of the two intending spouses.

    (3) The family is the natural and fundamental group unit of society and is entitled to protection by society and the state.

Article 17.

    (1) Everyone has the right to own property alone as well as in association with others.

    (2) No one shall be arbitrarily deprived of his property.

Article 18.

    Everyone has the right to freedom of thought, conscience and religion; this right includes freedom to change his religion or belief, and freedom, either alone or in community with others and in public or private, to manifest his religion or belief in teaching, practice, worship and observance.

Article 19.

    Everyone has the right to freedom of opinion and expression; this right includes freedom to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers.

Article 20.

    (1) Everyone has the right to freedom of peaceful assembly and association.

    (2) No one may be compelled to belong to an association.

Article 21.

    (1) Governments are from the people, by the people, for the people, among the people and benefit everyone.

    (2) Everyone has the right to take part and have responsibility in home, business and government in the country where the person resides.

    (3) Everyone has the right to equal access to services provided to the public.

    (4) The will of the people shall be the basis of authority of government; this shall be expressed in periodic and genuine elections which shall be by universal and equal suffrage and shall be held by secret vote or by equivalent free voting procedures.

Article 22.

    Everyone, as a member of society, has the right to social security and is entitled to realization, through national effort and international co-operation and in accordance with the organization and resources of each State, of the economic, social and cultural rights indispensable for his dignity and the free development of his personality.

Article 23.

    (1) Everyone has the right to work, to free choice of employment, and to just and favourable conditions of work.

    (2) Everyone, without any discrimination, has the right to equal pay for equal work.

    (3) Everyone who works has the right to just and favourable remuneration ensuring for himself and his family an existence worthy of human dignity, and supplemented, if necessary, by other means of social protection.

    (4) Everyone has the right to form and to join trade unions for the protection of his interests.

Article 24.

    Everyone has the right to rest and leisure, including reasonable limitation of working hours and periodic holidays with pay.

Article 25.

    (1) Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control.

    (2) Motherhood and childhood are entitled to special care and assistance. All children, whether born in or out of wedlock, shall enjoy the same social protection.

Article 26.

    (1) Everyone has the right to education. Education shall be free, at least in the elementary and fundamental stages. Elementary education shall be compulsory. Technical and professional education shall be made generally available and higher education shall be equally accessible to all on the basis of merit.

    (2) Education shall be directed to the full development of the human personality and to the strengthening of respect for human rights and fundamental freedoms. It shall promote understanding, tolerance and friendship among all nations, racial or religious groups, and shall further the activities of the United Nations for the maintenance of peace.

    (3) Parents have a prior right to choose the kind of education that shall be given to their children.

Article 27.

    (1) Everyone has the right freely to participate in the cultural life of the community, to enjoy the arts and to share in scientific advancement and its benefits.

    (2) Everyone has the right to the protection of the moral and material interests resulting from any scientific, literary or artistic production of which he is the author.

Article 28.

    Everyone is entitled to a social and international order in which the rights and freedoms set forth in this Declaration can be fully realized.

Article 29.

    (1) Everyone has duties to the community in which alone the free and full development of his personality is possible.

    (2) In the exercise of his rights and freedoms, everyone shall be subject only to such limitations as are determined by law solely for the purpose of securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society.

    (3) These rights and freedoms may in no case be exercised contrary to the purposes and principles of the United Nations.

Article 30.

    Nothing in this Declaration may be interpreted as implying for any State, group or person any right to engage in any activity or to perform any act aimed at the destruction of any of the rights and freedoms set forth herein.
