RE: Proposal to the United Nations General Assembly - Universal Declaration of Natural Environments, Human Rights and Personal Responsibilities

Dear Mr. Jean Ping and Mr. Kofi Annan:

I was born a Chinese citizen in DongAn (East Peace) county, Hunan (Lake South) Province, China in 1963. I had my school education in this county and college education in the provincial capital Changsha (Long Beach) of Hunan Province. I had intensive English studies in Beijing (Northern Capital) in the year 1983-1984, and then went to Sweden for postgraduate studies in 1984-1987. After returning to work for two years in Changsha, China, I went to Canada to study for a PhD degree in the years 1989-1993. I became a Canadian Permanent Resident in the year 1995 and then Canadian Citizen in the year 1997 at the age of 34. I had a few jobs in Canada and became unemployed twice. I was also an entrepreneur for two years. In the year 2000, I went to California of the United States for a job at Autodesk Inc. on TN visa but was fired from job due to racial and other discriminations. Afterwards, I worked at home for four years and became a US permanent resident with my wife at the age of 39 in the year 2002. I was a victim of racial discrimination and persecution and put in jail for a day in Marathon, Ontario, and then in the psychiatric section of the Thunderbay regional hospital for five days in the year 1999 in Canada. I was also jailed for a weekend in Marin county jail of California, USA. I lived a homeless life and slept in a compact car since October of 2004. I have seen and experienced life in both the East and the West, countryside and cities, agriculture and industry. I have listened to my father’s stories and read books on histories of families, countries and the world. I have come to the conclusion that the greed for more material wealth has driven the human race to fight each other in vain and to gradually destroy the life sustaining resources of the planet earth such as forest, hills, clean air and water, and the comfortable natural habitat. It is time for us to think and act as a responsible people of the globe to achieve sustainable living and prosperity.

I am writing to motion the deliberation and adoption at the United Nations the Universal Declaration of Natural Environments, Human Rights, Personal Responsibilities and Rotational Leadership. The proposal has gained the support of many people from different countries and parts of the globe. The declaration will ensure that our plant earth will be a paradise for human beings to live happily forever, and everyone will achieve ones full potential. All people will enjoy full equality, be able to engage in both physical and intellectual work, live more than a hundred years, and travel to or work in different places and countries of the planet earth. City and countryside residents will have equal status and enjoy equal birth rate, education level and the standard of living. I kindly ask you to present it to the United Nations General Assembly for consideration. If you require the support of one or more member countries, please circulate this letter to all members of the United Nations for such purpose.

This proposal is based on the United Nations Universal Declaration of Human Rights passed at the UN General Assembly in San Francisco, California, USA in the year 1948. The most important additions and modification are in Article 1 and 2.

Furthermore,

I urge:

  1. Every person or organization of the world to put the well being of the entire Earth first, protect and plant trees, consider every human being of the world as a sibling, and treat each other equally without discrimination of any kind. Discrimination will result in the incremental persecution of minorities and will gradually destroy the wellbeing of all.
  2. Every person or organization of the world to spend time on conversation and dialogue; practice life-time learning, teaching, working and research; and build up self-respect and love and respect for one another.
  3. People of the world to build civilian societies without lethal weapons at homes to protect children, juveniles and all the people. All fire arms owned by individuals, organizations and governments should be registered in databases accessible to the people.
  4. Every person or organization of the world to empower others and be empowered to be independent physically, spiritually and economically.
  5. Nations to set up equalized monetary exchange rate and product prices that are based on nature preservation, least energy consumption for equivalent products, effective communications, people exchange and tourism, etc.;
  6. Countries of the world to recognize birth place citizenship and multiple citizenships in order to enable racial and ethnic minorities to avoid persecution and preserve their own culture in different countries. Such people can greatly contribute to the understanding and trust between different races, peoples and cultures so as to ensure peace and promote cooperation.
  7. Lenders of the world to forgive debts that governments, businesses and individuals are not able to serve.
  8. Legislatures of the world to abolish the death penalty because every human being is invaluable. It is also possible that a scapegoat, rather than the real criminal, is identified due to many reasons such as people being look alike, scene setup, plantation of false evidences, memory confusion or loss and prejudices. Besides individual aspiration, human behavior is also a product of family and society. Simple revenge will not, but respect for life will, lead to a better society.
  9. Courts of the world to render justice in the spirit of reason and equality before the law.
  10. Law enforcement agencies of the world to implement the open door policy and use sciences and technologies to inform the public and accept public support, to protect people and properties, and to prevent and fight against crimes.
  11. Governments of the world to eliminate bureaucracy and serve the people with all heart and mind; to implement a social insurance and welfare system to ensure justice, clothing, food, sleep, shelter, health, education and work for everyone; and to encourage volunteer and rotationary public service so as to reduce cost and achieve full participation of the people in governments.
  12. Governments and armed forces of the world to destroy biological weapons, gradually reduce nuclear weapons, freeze the expansion of armed forces, stop weaponry increase and the development of new weapons technologies of all kinds.
  13. The United Nations to have six headquarters located in the six main regions of the earth with different time zones, geography and race characteristics, namely, Asia, Europe, Africa, America, Latin America and Oceania. This will ensure the normal operation of the United Nations at all times every day.
