In fact, arrest and imprisonment rates in a number of states and territories have increased over and above what is already described as the highest incarceration rate of any people in the world. Much of the increase can be related to a lack of goodwill in three states to abolish public drunkenness as a crime; criminal expediency in affiliation with tough law-and order philosophies; the introduction in the Northern Territories of its one-strike-and-you're-inside legislation; and Western Australia's repeated offender legislation aimed at aboriginal juveniles.
