The Babylon 5 Role Playing Game (RPG) was originally created by four individuals, Ron Stewart, Paul Witter, Jon Nott and Soo Fitzgibbon. Our first mission group consisted of us four and no more in July 1997. Three of these players signed on as Volkunes, a race created specifically for our RPG and found in no other Babylon 5 Role Playing Game on the Internet. The Volkune race was created to give ourselves a different angle on the Babylon 5 universe and to try to stay away from actual events in the television series ever growing in popularity. The Volkunes are a race with similar genetic make up to humans ("practically identical to terrans"), but with a heritage more in keeping with a Minbari tradition. The Volkune people have a rich religious and philosophical heritage which has shaped its outlook at the universe and other civilisations. Here is what is known about them:
The average Volkune life span is between 120 and 150 years. They are virtually indistinguishable from humans
apart from a tendency for blue tinting on the fingernails. This
is most prominent in members of the PrimaVol (royal) family.
Volkunes are also exceptionally fast learners and have a strong
tradition of competition and goal orientation. While they are not
as concerned in the aspects of commerce as far as monetary gain
is concerned, they are quite adept at trading due to their
proficiency in learning new languages. They make excellent
negotiators and pick up new languages faster than most humans.
Also, the Volkunes have a natural tendency to be able to block
telepathic scanning below the level of P-10, regardless of their
Psychic ability.
Volkunes tend to be tall, with an average height of 6'3. They are strong, but not as strong as Narns. They follow the religious teachings of their Prophet, Tris.
Vol'Indi (home world of the Volkune people) was ruled by a monarchy for 24 generations until the last PrimaVol, Rron, set up a democratically ruled parliament to govern Vol'Indi and her colony, Xil'Indi, while he explored the galaxy. In his absence, the parliamentary government usurped power and decreed the PrimaVol family exile for "crimes against the state". They then set about establishing a policy of non-interference and attempted to enforce these xenophobic policies.
Rron, the 24th PrimaVol, is young by comparison with his predecessors. His family has ruled Vol'Indi for many centuries and is much loved by his people. His mother died in an accident involving the development of a Space Drive, the findings of this experiment led to the development of the first space travelling vessel, the VSF Vol. Recently, advancements in technology have leaped forward through the intervention of a mysterious political force which is bringing wide spread change throughout Volkune territory.
The PrimaVol was advised by the governmental advisors for each region (2 major land masses with 3 minor land masses plus 2 extra-volkunian colonies) plus the High Consul for each major temple (one to each region). Rron PrimaVol's most trusted advisor is High Consul Tashi of the Telashi Temple in the Northern Region. Her adopted daughter is V'thtashi Harun de', former Administrator of the Pax VII Station.
Under the direction of the newly established Volkune Democratic Society (knicknamed by the underground Royalist supporters as the Inssurectionists), there has been formed a telepathic society, guided by the Psi Corps representatives sent by the Earth Alliance. The design of the Telepathic Union is to form a powerful telepathic force of Volkunes to be used in all aspects of society as decreed by the Masters of the Union. Unlike Earth's Psi Corps, there is no alternative to serving in the Corps apart from death.
A telepathic railroad has been formed to smuggle off Vol'Indi some of the more precious telepathic resources to protect the Volkune people from the machinations of the Union. Under the leadership of T'Mar Hazan ka', the most valuable records from the Volkune temples (former headquarters of the telepathic Volkunes) are being cared for in the Shag Toth base hidden beneath the surface of Pax VII.
The Military of Vol'Indi is under the direction of Space Defense Command, a new organisation set up during the reign of Rron PrimaVol and incorporating its previous military organisations. The Marines, now under the directions of the Space Marine Guards, are similar in structure to the Marines Corps on Earth. There is an elite guard designated as the personal security force to protect the Royal Family and designated the Delta 3 Regiment.
Hi'katuishi Creala, former Captain of the Elite Delta 3 Regiment of Space Marines was another of our original four, but sadly is no longer with the RPG. Captain Creala's mother was Captain of the PrimaVol Personal High Guard at the time of his birth, and was killed in an uprising which took place during the reign of Rron's mother, Virroteph - 23rd holder of the title. In recognition of the bravery of Tionia, Kat was taken in by the royal family and protected until the unrest was settled. In time, he became the best friend of Rron and followed in his mother's footsteps, joining the Delta 3 Regiment of the Space Marines.
The Volkunes follow a similar belief system to the Minbari. Intellectual pursuits and the attainment of knowledge are the highest for of achievement in Volkune society. Many families have at least one member in training at temple, regardless of their telepathic, empathic or kinetic ability.
There are three forms of Psionic Ability on Vol'Indi. The first, the Empath, is regarded as the weakest for of Psionic ability, but not totally disregarded. Empaths are highly valued and trained for their abilities as impartial advisors in negotiations and judiciary positions. The telepaths, ranging in ability from Empathic (P-2/3) to powerful (P-10 and above), are trained to use their abilities for intellectual pursuits. Telepaths are called in for therapy and other forms of psychological intervention and are most often found as teachers and advisors. Volkunes with kinetic ability are extremely rare, and once discovered very often never leave the environments of the temples. Within the temples grounds they are protected and taught to use their abilities in the arts and sciences.
The religious movement on Vol'Indi was set up following the teachings of the Prophet Tris. The Prophets were sent to guide the Volkunes in their cultural heritage and are highly revered as intellectual guides. It is believed that centuries before, the Prophet Tris was sent to teach the Volkunes how to harness their telepathic abilities, a talent previously undiscovered. Many of the temples of the Volkunes are training centers established for this purpose. The temples are not religious per se, but are rather temporal guides established to guide those with Psionic ability and are respected a centers of learning.
During our first mission RPG, a discovery of a new life form, which became known as Entity changed the way the Volkune communications systems operated. It was during this period that the major Aliied Races first took notice of the Volkune people, and in time a treaty was formed between the major races and the Volkunes. Entity is an energy based life form made up of ionised particles which give it form. Entity was only able to communicate with the explorers after adjusting the empathic frequency of V'thtashi's mind to their telepathic frequency. Eventually, a permanent bond was established so that the Entity and V'thtashi could communicate with each other despite vast distances. However, there have been side effects to this bond which are still being discovered.
The Volkune explorers went on to attend a conference established on Earth at the Millenium Dome. During this conference, a plot was uncovered to destroy the Millenium Dome, taking with it the prominent diplomats of the Earth Alliance and their allies. The perpatrator of this plot, Ert Cyng Bod, was a cybernetically altered human with designs on the political control of the known galaxy. His army of cyborgs were defeated and the ambassadors were warned in time to save them from death, but not in time to prevent the destruction of the Millenium Dome. It was this conference that established a need for the Pax VII Station to be created in neutral space. Bod escaped to obscurity undetected and remains at large.
During the first Pax Mission, it was discovered that the planet chosen to harbour this base was previously a base of the Shag Toth, the Soul Hunters which steal the souls of persons who have been destined for great things, as previously mentioned in Babylon 5, the television series.The base was discovered by two Narns who chose to take a walk on the surface of Pax. The inhospitable climate forced them to seek shelter in a cavern which led to the tunnels of the hidden base. During the second mission, in which the Pax players explored the caverns, a telepathic beam captured the senior staff and began draining their life force for storage in its elaborate computer databases. It was Entity's involvement that saved the lives of Kevin Torquemada, V'thtashi Harun de' and Tirest of Vorune during that incident.
In the Pax mission group, V'thtashi led the various races in the establishment of a permanent galactic embassy. The various governments can meet to work out treaties, prosecute criminals accused of multi-racial crimes (terrorism, mainly), and work in harmony without prejudice.
Pax Station has most recently become the headquarters for the Volkune revoluntionary movement to restore the Volkune PrimaVol to the throne of Vol'Indi, against the wishes of the Volkune Democratic Society. A new heir has been selected to fill the throne, while Rron PrimaVol maintains his neutrality by remaining on Pax Station. After so many near attempts on his life, who can blame him?

Race Characteristics
The Volkunes are a semi-telepathic race with around 50% of
the population exibiting some telepathic power. Some Volkunes
exibit high telepathic power, potentially P-10 or above. Most
Volkune telepaths range from P-1 to P-6, with P-5 being the
average.
A few Volkunes are known to posses Telekinetic powers which they
are able to control with practice and training.
One noticeable aspect is the Volkune's ability to prevent access
to their minds by telepaths of and under P-10 rating. Those with
PSI abilities are able to block out even higher rated telepaths.

Volkunes are exceptionally intelligent. They have the ability to learn and adapt extremly fast. The speed of adaption and learning varies between individuals but on average, a Volkune can learn in 2 hours what an average human would take a lifetime to master.
The average Volkune lifespan is 120 years.
Diplomatics
The PrimaVol family is the traditional ruling family of
the Volkunes. Rron PrimaVol is the youngest PrimaVol in the
Volkune's recent history. He was advised by his Government and
the High Consul. His military advisors included Admiral
Stephanious Creala and his son (Rron's most trusted friend)
Captain Hi'katuishi Creala.
The PrimaVol is currently acting as an Ambassador on the Pax XII
facility which is Commanded by Captain V'thtashi Harun de' and
staffed by a multi-racial crew including Minbaris, Humans, Narn
and Centuri.
Recently, a Republican Government has overthrown the PrimaVol family and taken unilateral control of Vol'Indi and colonies. The Republican Government has Nationalised all Volkune industry and taken an Isolationist stance with regard to many races. A small resistance movement has developed on Xil'Indi.
The Volkunes have been involved in recent Interstellar Peace Talks held on Earth and also in negotiations for a permanent Terran - Volkune alliance, however, no agreement has yet been made. Exchange of technology has been permitted on a development level with Volkune scientists currently working on building new advanced systems from Terran power and materials technology.
A Human (D'Rahnya Xilahn) and a Volkune (Hi'katuishi Creala) intermarried on Earth during the Cyberion Inc threat. Sadly, this marriage has been annulled but relations between our worlds remain healthy.
Volkune Military
The mainstay of the Volkune military is the Volkune Space
Defence Command which has under its juristiction the Volkune
Space Fleet (VSF) and Volkune Space Marine Corps (VSMC).
The VSF has 107 starships in operation, most of old design
without Light Speed Capability or adequate weapons systems. These
vessels are slowly being upgraded by the installation of
Jump-Engines. Improved weaponry is in development. Of the 107
ships now operating, 23 are Fleet-class vessels, 9 are Vol-class
vessels and 5 (to date) are of a class unknown to Earth Alliance
Inteligence, although it is believed that this class of ship is
extremely powerful compared with earlier Volkune technology and
may be comparable to our own. The other 70 vessels are of various
transport and frigate class. Follow the links to

The Flagship of the VSF is the LSC Vol (Vol-class), formally commanded by Rron PrimaVol, later commanded by Captain Hi'katuishi Creala. This vessel was the newest and largest in the fleet, also the first to be upgraded to LSC (Light Speed Capable) class. However, the Fleet-class Fleet remains the mainstay vessel of the VSF.
The VSF relies almost completely on projectile weaponry
with ship-board lasers (noticable by their Purple pigmentation)
inadequate for most battle useage.
A new development in Volkune technology is the Concussion Cannon,
recently installed on the LSC Vol for testing. These are far more
powerful than Lasers and utilise "Power Technology".
These are pulse weapons as opposed to beam weapons and have
replaced Lasers on the LSC Vol.
The 'Warhead' technology used is quick-loading and powerful with
the fastest warheads travelling at 0.9c (also least powerful
payloads) and the slowest at 0.5c (most powerful payload). The
latest VSF vessels can unleash a volley of 10 such guided
warheads apparently simultaniously through 2 forward facing
automatic launching tubes. The turrets (seen on this picture of
the LSC Vol's keel) fire High Velocity - High Energy
(HeVHE)rounds, smaller in calibre than the Missile standard
warhead but, as is the trend, has higher velocity.
The VSMC is the main ground force of the Volkune Military
with voluntary service and a high level of training.
The VSMC operates 60 regiments with companies stationed on some
VSF vessels.
The Volkune 'crack troops' come from the VSMC Delta regiment.
Soldiers in this regiment are selected for their physical and
intelligence attributes. The soldiers in this regiment are highly
trained in Martial Arts, Explosives, Weaponry, Tactics and
Anti-terrorism. Some are further trained in languages and
Medicine. All are required to take training in two expert fields
(such as Demolition, Languages, Medicine and Electronics).
The preffered weapon of the VSMC is the VK-260-A, commonly known
as "Gun-O'-Death". This is an automatic projectile
weapon, sometimes reffered to in Terran ancient history as
"Assault Rifle". These weapons are more reliable than
available laser rifles and have a high rate of fire with medium
calibre.

grenade launcher)
Officers are still required to carry swords as part of the
Volkune military tradition. The most common blade is the
Wygatchi, similar in design to a Terran Samuri Katana blade. A
longer version of this has been used called the Kantching. Other
types of personal weaponry are in use such as Bolt-Pistols bought
from Terran arms dealers or on Terra.
