Oskar was a German who was a long-time friend to Lord Montgomery Falsworth, the original Union Jack. After World War II broke out, Oskar remained in Germany and worked as part of the German underground resistance.
Oskar's German ancestry came in useful during the war, when Lord Falsworth, his daughter Jacqueline, and the diminutive hero Dyna-Mite had to sneak into Germany to rescue the captured Invaders and Lord Falsworth's son Brian. Oskar was able to use his native language to masquerade as an SS soldier, obtaining a Nazi uniform and gestapo car. This helped the small band of adventurers sneak into the Institute of Nazi Science. Although they learned where Brian Falsworth was, they were all taken prisoner. They were to be executed, but fortunately Brian Falsworth, as the Destroyer, was able to free them in time. Oskar then used his connections to get himself and Lord Falsworth aboard Hitler's personal plane. They acted as the pilot and co-pilot of the commandeered aircraft, using this advantage to aid the Invaders in their escape from a horde of Nazi soldiers. They all returned home and Oskar remained loyal to the Falsworth family, working as a chauffeur for Lord Montgomery. It is unknown exactly what became of Oskar after the war.
