The Shark was a pre-war foe of the Sub-Mariner. He had all the '40s villain trappings: A shark-themed speedboat, shark-shaped torpedoes, even bumbling henchman. But basically, he was just a small-time modern-day pirate in desparate need of dental work--until the Axis made him an offer he couldn't refuse. He was hired to steal the Sub-Mariner's trunks.
No, it wasn't some sort of weird initiation...Hitler wanted to study the material Namor's trunks were made of and create super wet suits for Nazi frogmen. The Shark actually succeeded in getting Namor's trunks (mercifully, that part wasn't depicted). He stunned the Sub-Mariner with an electrified torpedo and chained him up (after the Shark's henchmen dried him off). Unfortunately for the Shark, Subby insulted one of his dim-witted henchmen and tricked the goon into throwing water on him. Revived, the Sub-Mariner was ready to pummel the Shark when he [the Sub-Mariner] was abducted by the Grandmaster. The Shark was on his way to Hitler with his cohorts Agent Axis and the Hyena when the Invaders returned and found them. Namor reclaimed his trunks and the Shark was handed over to the US Navy.
