Letter from Senator Kay Bailey Hutchison regarding Needle Exchange Programs

Dear Tammera:

Thank you for contacting me regarding federal needle exchange programs. I appreciate hearing from you on this matter.

I am opposed to any federal funds being used to provide intravenous needles or any other drug paraphernalia to users of illegal narcotics. You may be aware that since 1988, Congress has prohibited the use of federal funds for needle exchange programs.

There are many existing federal programs that assist individuals with drug problems, including drug treatment centers and professional counseling, without encouraging continued drug use with new needles. I have been a supporter of such treatment programs and will continue to promote policies at all levels of government that help Americans to get off and stay off drugs.
