IARTICLE I
MEETINGS
Section 1 - Name
The organization shall be known as NorthEast Small Car Associated Racing and hereafter called NESCAR
Section 2 – Semi Annual Meetings
There shall be two scheduled business meetings of NESCAR . One meeting shall be held in November of each year and a second meeting held in February.
Section 3 – Regular Meetings
There shall be a meeting held prior to every racing event.
Section 4 – Special Meetings
The secretary, upon order of the NESCAR liaison may call a special meeting at any time.

Section 5 – Order of Business
The order of business at any meeting of NESCAR shall be as follows:
Calling to order
Attendance of officers and members
Introduction of new members
Secretary/Treasurers report
Liaisons report
Committee reports
Unfinished business
New business
Election of officers / members (rookie drivers)
Adjournment
All meeting shall be conducted under the guidelines of Roberts Rules Of Order
ARTICLE II
Membership
It is mandatory to be a member of NESCAR in good standing with dues currently paid and all necessary documents completed and filed with NESCAR prior to participating in any NESCAR sanctioned event
Section 1 - MASTER MEMBER
Master members must be 14 years of age or older and be either driver or owner. Dues for master members shall be $50.00 for the racing year
Section 2 - ASSOCIATE MEMBER
Associate members are crewmembers, spouses and/or family members. They must be 14 years of age or older. Dues for associate members shall be $50.00 for the racing year.
Section 3 – APPLYING FOR MEMBERSHIP
Any person applying for membership must be at least 14 years of age. Any applicant between the age of 14 and 18 must have appropriate membership approval by parent or guardian.
Section 4 – Privilege of voting
To be eligible to vote you must be a member of NESCAR in good standing. There will be one vote allowed cast per registered and active car in NESCAR. In the event the owner of a car is not present he may have a representative who is a member of NESCAR cast his vote.
ARTICLE III
ELECTED OFFICERS
Section 1 – Officers
The elected officers shall consist of Liaison, Assistant Liaison and Secretary/Treasurer.
Section 2 – Election Process
All officers shall be elected annually at the November meeting for a term of one year. Members may only hold one office at a time.
Any NESCAR Member in good standing may run for an office within NESCAR
An active member in good standing must nominate members for office.
In order to be elected into an office the member must receive the majority of ballots cast. The election shall be held by secret written ballot.
Section 3 – Vacancies in office
Any vacancies of office occurring during the year will be filled at a regular or special meeting through normal election process.
Section 4 – Committees
Committees shall be appointed by the membership as they see fit.
ARTICLE IV
DUTIES OF OFFICERS
Section 1 – Liaison
It shall be the duty of the liaison to deal with the track management and report to the membership any discrepancies or complaints should they arise. The Liaison shall be the only one empowered to talk to the track management and shall bring all complaints from NESCAR to the track management. The Liaison shall be responsible for collection the purse money and finishing order from the track management and providing the track management with starting lineups. The Liaison shall preside over the pre race meetings.
Section 2 – Assistant Liaison
It shall be the duty of the Assistant Liaison to act in the Liaison capacity in his absence.
Section 3 – Secretary / Treasurer
It shall be the duty of the Secretary / Treasurer to keep a record of proceedings of NESCAR including minutes of the meetings.
The Secretary / Treasurer shall also:
Keep a roll of the NESCAR membership
Notify all members of special meetings and events of NESCAR
Act as custodian of records for NESCAR
The Secretary / Treasurer shall also:
Take charge of all monies earned by NESCAR and purse money turned over from the Liaison.
Payout purse money to event finishers as designated by the membership
Keep records and copies of all receipts
Report all bills and expenditures of NESCAR at the earliest possible meeting.
Provide the membership with a weekly report to be read at all NESCAR meetings indicating the following
-Income to date
-Income since last report
-Expenditures to date
-Expenditures since last report
-Balance of funds
ARTICLE V
DUTIES OF MEMBERS
Section 1 – Members
It shall be the duty of the members of NESCAR to promote the club activities and assist as requested by the Officers of the club.
