NEScar MINICUP SERIES
2000 RULES
THE SPIRIT OF RACING MUST BE MAINTAINED WITHIN THE FRAMEWORK OF THE RULES.
THE NORTH EASTERN SMALL CAR ASSOCIATED RACING, referred to as NEScar, set
forth here in the racing procedures, regulations, and specifications of
NEScar. The information herein becomes effective January l, 2000 and remains
effective until which time modification and/or additions deemed necessary by
car will be assured as an addition to the established rules and regulations
guideline.
DISCLAIMER: THE RULES SET FORTH HEREIN ARE TO PROVIDE FOR THE ORDERLY
CONDUCT
OF RACING EVENTS. THESE RULES SHALL GOVERN THE CONDITION OF ALL NEScar
EVENTS
AND BY PARTICIPATING IN THESE EVENTS ALL PARTIPANTS AGREE WITH ALL
CONDITIONS
WHICH ARE SET FORTH BY THESE RULES. Competitive racing can result in injury
and or death to the participant. No expressed or implied WARRANTY OP SAFETY
shall result from publication of or compliance with these rules and/or
regulations, They are a guide for the conduct of the sporting event and are
in no way a GUARANTEE AGAINST INJURY OR DEATH to participants, spectators or
others.
SECTION I- DRIVER QUALIFICATION
A. MEMBERSHIP
It is mandatory to be a member of NEScar in good standing with dues currently paid and all necessary documents completed and filed with NEScar prior to participating in any sanctioned event.MASTER MEMBER: Master Member must be 14 years of age and hold a current driver's
license and/or owner's license.
ASSOCIATE MEMBER: Associate members are crew members, spouses and/or family
members. They must be at least 14 years of age.
B. GENERAL DRIVER RULES
CONDUCT, verbal abuse & prohibited substances will all be subject to the participating
tracks rules (00)
2) PIT CREW: Drivers and/or owners are responsible for the control and actions of their pit crew, team members and guests in the pit area. Unacceptable actions of the driver/owner, crew, members or guests may subject to driver penalty, disqualification from the event, suspension of membership privileges and/or fines.(00)
3) AGE REQUIREMENTS:
(a) Falsification of competitors age or any information required on the membership application form will subject the member to disqualification and/or suspension of membership privileges.(00)
(b) Eligibility to participate on track will be governed by age requirement of specific track.(00)
4) RELIEF DRIVERS: A relief driver must be a Master member of NEScar and be in good standings with the organization.(00)
(a) They must have practiced in a practice session.
(b) The driver that drives in the heat must also compete in the feature. (The only exception to this rule is in the event of an injury or illness.)
(c) Any driver given permission to drive for this reason will start in the back of the longest line of cars in the feature. Failure to follow these procedures will result in total loss of that event's points and winnings.(97)
C. SPECIAL DRIVERS REQUIREMENTS:
MINORS: It is mandatory for persons under age 21 to have properly executed and submitted
to NEScar for file A MINORS RELEASE FORM and other prescribed insurance documentation prior to competing in an event.
(a) Certified Birth Certificate or other documentation that may be requested
by NEScar for license application.
(b) Minor and rookie drivers must satisfactorily demonstrate driving skills
and capabilities to officials when requested to do so.
D. SAFETY AND APPEARANCE:
SAFETY AND RACE CAR APPEARANCE will all be subject to the participating tracks
rules (00)
SECTION II- COMPETITION PROCEDURE RULESGENERAL RACING RULES:
SPORTSMAN LIKE DRIVING: lapped cars: direction of travel: slowing on course will all be
subject to the participating tracks rules (00)
INSPECTION: NEScar and/or track official (inspector) may require any competitor to submit
to technical and/or safety inspection at any time. Failure to do so may result in loss of all points and awards from all classes ran at that event.(00)
PIT RULES:

D. SPECIFICATIONS:
All new parts (non-stock) must be approved by NEScar at least one week prior to their use. (00)
BODIES
May be constructed of fiberglass or plastic.
(b) Bodies must be mounted level to the chassis.
(c) The body must be secured with flat non protruding securing fasteners.
Clevis pins are not permitted on the sides(00)
(d) All bodies must be of Winston Cup Car likeness and no openings are
permitted in the body. Any existing openings in the body must be taped or
filled. (99)
(e) Body width minimum 42 inches/ maximum 45 inches.
(f) Body height minimum 30 inches/ maximum 34 inches.
(g) Body length minimum 109 inches/ maximum 114 inches.
(h) Roof opening must be hinged for driver access.
(i) Roof and trunk compartment must be secured and accessible at all times with non tool entry.
(j) Lexan must be used for all windows. (No Glass)
(k) Right hand door window is optional may include vent (00)
(l) Left side window net is optional, (recommended), no window left side.
(m) Numbers must be on both doors and roof and must be at least twelve inches. A three inch number is required on the right front and right rear and top right hand side of the windshield.
(l) Left and right fenders and the rear windshield will be reserved for contingency stickers.
Stickers will be supplied by NEScar. (one set supplied, additional sets must be purchased).
(m) Any use of NASCAR sponsors must have permission from proper
sponsors/teams.
(n) Rear spoiler is required. Minimum 2 3/4 inches from top of deck lid to
top of spoiler, maximum 3 1/4 inches. 40 degrees minimum angle from back
horizontal.
(o) All rookies must run a yellow rookie stripe on the back bumper of their
car measuring 2 x 8 1/2 inches for a minimum of three weeks. Club will vote
if additional track time if needed. Rookies must start at the rear of the
field for their first three weeks, regardless of finishing position.(00)
SECTION II-D cont.
2. CHASSIS:
(a) Base frames must be constructed of at least one inch round DOM tubing minimum thickness of .065 or one inch square minimum 1/16 thickness.
(b) Roll cages must be constructed of a minimum one inch .065 wall DOM mild steel tubing.
(c) All joints must be fully welded.
(d) NO OFFSET may be built into the chassis. Whatever is on the left side of the chassis must be on the right side as far as tubing, braces, main cage, chassis and minimum thickness of steel.
(e) Wheel base must be a minimum of 59 inches, maximum of 61 inches. (00)
(f) Live axle is required with a dry clutch and chain drive only.
(g) Chassis must have steel front and rear bumpers bolted to frame.(00)
(h) Seat must be bolted to the chassis by a minimum of 3/8 bolts in at least 3 areas ( 2 at the bottom, 1at the top or in back rest area.) Seat must be constructed of aluminum and have large washers on all bolts going through the aluminum seat to secure it to the chassis.
(i) Both rear wheels must be locked to the axle. No slip or ratchet hubs allowed.(97)
(j) Drivers must have one convex mirror, maximum of 4 inches, mounted on the left roll cage support. No other mirrors permitted. NEScar reserves the right to rescind this rule.(98)
(k) Race cars must be equipped with an ignition kill switch accessible to the safety crew.
(1) Steering wheel must be approved quick release type, safety wired.(00)
(m) A SFI rated five (5) point safety harness mounted to the chassis with no less than a 3/8 inch grade 5 or better bolt, with washers.
(n) A minimum ground clearance of 1 3/4 inches both on the, body and chassis with a maximum of 4 inches.
(o) Rear hydraulic disc brakes are mandatory. All brake hardware must be safety wired or cotter pinned.
(p) All steering and suspension parts must be cotter pinned, double nutted, lock nutted or safety wired.(00)
(q) Adjustable steering components are as follows: Caster, Camber, Tow, Ride height, and wedge only. Driver cannot make adjustments from driver's compartment.
(r) No vents allowed to go through driver's compartment.
(s) Car and driver must weigh minimum 625 lb. for 13 HP, 550 for 11 HP with a maximum of55 % left side weight at tech inspection.(00)
(t) Weight ballast must be secured properly to the chassis. All lead weights must be welded or bolted to the frames with grade 8 bolts (00). Weights may be put in frame rail at each end.(97)
(u) A full belly pan is required under the driver and a full fire wall to separate the driver from the engine compartment.
(v) No use of air ducts are allowed to ram air into the carburetor. Engine cooling ducts are not allowed.
(w) Side skirts may be used with a minimum of 1 ¾" ground clearance. (No skirts allowed from the rear of one back tire, around the back, to the rear of the other back tire.)(98)
(x) No cars with shocks, mechanical suspension and/or springs may compete in any NEScar event, unless it's an open race.(00)
3. WHEELS AND TIRES:
(a) All tires are to measure 16.5 x 6.5 saw tooth treat with D.O.T. rating.(97) Power cushion load range B/C tire only with minimum tread depth 1/16 inch and/or when tires wear to the tie bars (wear strips) on any part of the tread aera, tire will be deemed illegal. (00)
(b) Wheel size minimum 8 x 7, maximum 8 x 8 wide.
(c) Wheels and tires can be steel or aluminum with a 6 inch minimum and a 7 inch maximum width. All four wheels have to be the same width (00)
(d) All tires must be of the same make, size and load range.(97)
(e) Tires may not protrude more than 2 inches beyond body as measured at the horizontal centerline of the tire, in front of the rear tire, and in back of the front tire. (00)
4. ENGINES:
Engines to be run are QAE and QAE 2.(97) Honda GX 340/QAE 11HP and Honda GX 390/QAE 13 HP both being electric start pure stock engine as manufactured and shipped by Honda with the exceptions as follows:
(a) Governors must be removed.(97)
(b) Pull crank may be removed.(97)
(c) Original fuel tank must be removed and replaced with approved fuel cell.(97)
(d) Stock air filters must be removed and replaced with filter adapter measuring 2 ½ inches in diameter with a maximum opening of 1 ½ inches. An air filter must be used.Air filter adapter must be no more than 1 5/8 inch in length and only one to be used.
Filter adapter with a maximum opening of 1 ½ inches must be used.(97)
No use of air ducts to carburetor or engine compartment.(97)
(h) Fuel cells must be used with foam insert and bolted with aluminum straps to the fire wall b racing or the bracing in the engine compartment. The fuel event must be looped one time and exit
out side the car behind the driver.(98)
Fuel cell must be mounted in the trunk, foam must be in place, and cell must not be more than 8 years old.(97)
NO COOLING CANS OR COOLING OF FUEL PERMITTED.(97)
(f) Clutch: Must use NORAM clutch # 160157 Or Raytech Brute double clutch, 17 tooth, heavy duty housing may be used to extend life. (Springs may be changed).(98)
(g) The stock electric fuel pump can be used but has to be wired separately or a switch with indicator light that is easily accessible to safety personnel. Electric fuel pump MUST be wired to the oil pressure safety switch and mercury shut off switch in the event the car overturns. There is
the option of using either the stock electric fuel pump or a vacuum style single stage fuel pump.(99)
(h) Charging system must remain stock and in working order. No switches of any kind to disable charging system allowed.(97)Batteries must be securely mounted to main frame, separated from driver by the
metal firewall.
Batteries must be strapped down and/or bolted tight. No use of wire ties or wire to
hold down battery.(97)
(i) NO INTERNAL ENGINE COMPONENTS MAY BE ALTERED IN ANY WAY. Failure to comply with this rule will result in Permanent suspension from participating In MAScar events.
(j) Engines must not exceed factory service limits on specs. All engines will be tech inspected by Moyer's in Doylestown. . Service limit 30 over maximum. Discretion of Moyer's (00)
(k) NO machine work on ports or carburetors, sanding or polishing allowed.
The choke must remain in carburetor. Carburetor must remain pure stock Carb. Part
#1600ZF6W3 0 or 161 OOZF6VOO with jet size .035 to .042. NO
INTERCHANGING OF PARTS.(00)Only one of each can be owned, stamped and used(00)
The last 2 numbers of your engines serial number will be stamped on your carburetors.
(3) All serial numbers must be registered with the Moyer's
(4) Nozzle must be stock. No drilling of air bleeders, etc.(97)
(5) No sanding, grinding or glassbeading allowed on carburetor parts.(97)
(l)Valve stems must be stock including springs, keepers, push rods and rocker arms. Number of shims per valve is 1. No multi angle valve seats allowed.
(m) Stock carburetor must be used.
(n) Stock exhaust must be removed and replaced with 1 1/8" pipe minimum 18" long. Pipe may be wrapped.(97)
(o) Muffler must be RLV W.K.A. approved. Checkered Flag Fuels part no. B-91L Muffler maybe clamped or welded. Screens may be removed The muffler must be attached at the completion of the race or the car will be disqualified.(00)
(p) Exhaust must exit outside the car behind the rear tires.(97)
(q) Only parts for QAE may be run on QAE and only parts from QAE 2 to be run on QAE 2. (97)
(r) Cylinder head must remain stock. No shaving, porting, polishing, sanding, or glassbeading of had allowed. (97)
(s) Stock rocker arm 13 hp. only. NO WELDING ALLOWED. (97)
(t) Stock valves only, intake part #14711 ZE3000, exhaust part #1472 1ZE3000 must be used, no after market retainers or keepers allowed. (97)
(u) Only stock valve springs, part #1475 1 ZE2003, must be used. One valve spring seat, Part #14775ZE2010, exhaust side only. No after market springs or seats allowed. (97)
(v) No shims of any kind allowed. (97)
(w) Valve seat can be a maximum of 0.08 inches (2.00 mm) wide. (97)
(x) Stock Honda 13 hp. Valve only. (97)
(y) Crank shaft must be Honda part #13 3 1 OZF6W 10 and remain stock. No grinding, undercutting, polishing, sanding or lightening, etc. allowed. (97)
(z) Stock Honda rod only. Stock oil hole only. (97)
(aa) Stock Honda piston and wrist pin 13 hp. only. (97)
(bb) Piston rings manufactured by Honda 13 hp. must be used. No after market ring, pistons or rods allowed. May cut end gap on rings only. (97)
(cc) Cylinder bore can be a minimum of 3.465 inches and a maximum of 3.471 inches. No decking of block allowed. (97)
(dd) Push rod and lifter must be Honda 13 hp. stock only. (97)
(ee) No treating of internal parts allowed. ANY KIND. (97)
(ff) Flywheel must be stock Honda 13 hp., no shaving, machining or filing flywheel or offsetting of flywheel key or keyway allowed. (97)
(gg) Insulator must remain stock with one hole allowed for vacuum fuel pump only. (97)
(hh) Cam must be stock Honda 13 hp. QAE ore QAE 2 Part #14100ZF6305. No after market cams allowed. No polishing, grinding, sanding, under cutting or lightening of, etc. allowed. (97)

5.FUELS AND OILS:
(a) 93 octane maximum pump gas. NO additives.
(b) Oil: any brand. NO explosive additives.
* ANY DEVIATION FROM THIS SECTION WILL RESULT IN POSSIBLE
DISQUALIFICATION, LOSS OF POINTS, SUSPENSION AND/OR FINES.
PROTESTS:
A protest can only be lodged against the driver/car that finishes directly ahead of the driver/car
filing the protest.
A driver/car owner that lodges the protest is subject to the same inspection or more that is
contained in the written protest. This is at the discretion of the NEScar officials in charge.
If another illegal part is discovered while looking for the protested part, the car will be declared
Illegal!
If the protested car is found to be legal, remainder of money goes to the competitor being protested
for gaskets etc.
If the protested car is found to be illegal, the protested car is to be disqualified and remainder of
money goes to driver filing the protest.
All protests must be presented in writing and signed by the driver only, with money in hand,
Within 15 minutes after the checkered flag. Absolutely NO pooling of money permitted.
Protests fees will be in the amount of $150.00. The protestee/protester will receive $100.00 with
the balance of $50.00 being presented to NEScar.
Any driver protesting another driver must go directly to the protest official, driver may not stop at their pit area.
9. ANY ILLEGAL PARTS FOUND WILL BE CONFISCATED BY NEScar AND BECOME THE SOLE PROPERTY OF NEScar. (ANY PARTS!)
SERIES SPONSORS AND PROMOTERS: The club Liaison, Assistant Liaison are the
only persons who are to schedule and negotiate with the promoters and
sponsors of the series. Any member of NEScar who tampers with series
sponsors or promoters will be fined an amount commensurate to the amount of
damage caused by the tampering. At no time is any member to attempt to
obtain personal sponsorship from a series sponsor without the expressed
written consent of the NEScar promoter. FAILURE to follow this rule will
result in a fine of $100 and lose of points for the nite. Includes driver,
crew or anyone in the pits with that car. (00)
FINES: Rough Riding
1st offense- $25.00, loss of points for that night
2nd offense- $50.00, loss of points for the night plus a two week
suspension.
3rd offense- $100.00, suspension for remainder of year and loss of ALL
points for the year.
Fighting:
1st offense- $500.00, loss of points for the night plus a two week
suspension.
2nd offense- expulsion from NEScar series.(98)
PAYOUTS:
Payouts at Mahoning Valley Speedway will be made to the top three drivers. The payout structure will be as follows:
50% proceeds to NESCAR
25% To first place finisher
15% To second place finisher
10% To third place finisher
Payouts at other tracks will be determined by sanctioning body.

These are the rules. NEScar will follow these rules with no exceptions to ANYONE! If it is not covered in the rule book or amendments, do no try it. IT WILL BE CALLED ILLEGAL. THERE WILL BE NO EXCEPTIONS!
