Lots of people have ICQ accounts... Who knows, if your friend fills in all the necessary information, you may find them online!!! That's how a friend found me... ;-)
There is a search engine but this site is mostly to stay in touch/connected with friends/colleges you can contact.
Not too sure of it's popularity. I haven't personally visited the site myself... I hope to do that soon.
