Senate Bill 42 - Bill exempting older cars from smog check (Calif.) I don't know how long this link will be up as it is on the Calif. Dept. of Motors Page, but here's the important part:
Effective January 1, one new law (SB 42) exempts 1973 and older vehicles from biannial smog renewal and title transfer smog requirements. Currently, 1965 and older vehicles are exempt from those smog requirements.
