The First spacedock was built in 2238, in orbit around Terra. This spacedock wasneeded because Starfleet was beginnngi to expand it's construction facilities, and needed a much more secure facility than the open cage scaffolding that had been used previously. Since that date, other facilities have been built at Utopia Planitia, Vulcan, Tellar, and Regula. This is the Class I Spacedock, which is simply a huge starship construction facility.

The Class I Starbase-Dock is much newer, the first coming on-line in 2360. This was followed ratherquickly by many more, and more are always under construction to replace major starbases with these new, heavily armed facilites. These are full starbase facilities, with all the amenities that are found on Starbases, but with the added bonus of being able to repair starships in almost any condition.
