Elizabeth is the daughter of Jeff Webber and his wife, an unnamed, unseen woman. Her half-brother is Steven Lars, and
her sister is Sarah. Before coming to Port Charles, Liz lived in Colorado with an unknown family.
After her parents went to Bosnia for a year, she was supposed to stay with friends in
Colorado, when that didn't work out, she showed up in Port Charles at her
step-grandmother's house. She soon developed a crush on Lucky Spencer, but Lucky was in love with her goody-goody older sister Sarah. Lucky didn't like Lizzie at first, but they eventually developed a tentative friendship. Lizzie asked Lucky to "hang out" at the school Valentine's dance, and Lucky agreed. Lizzie thought this was a date, but Lucky thought they were just friends and later canceled the plans, deciding to go with a recently dumped Sarah. Lizzie was too ashamed to go to the dance and too embarrassed to tell her grandmother she'd been dumped. She left the house and went to a movie, and when walking through the park on her way home, was raped. When
Elizabeth didn't turn up at the school dance, Lucky went to search for her, and found her in the park, beaten
and raped. Lucky took her to his house to have her examined by his Aunt Bobbie, a nurse. He continued to help her heal. Lucky became the only person to help her deal with the rape, her grandmother had suppressed a memory of marital rape and was unable to help Elizabeth. When Lucky found out
that his father had raped his mother and left home, a lonely Lizzie helped her only friend out. Lucky secretly moved into Lizzie's room. However,her grandmother soon found out that he was living there and broke up the arrangement. Lizzie then ran away with Lucky, the two are currently living homeless in Port Charles.
