I'm so great! I just figured out what the second to last number in an entry in the [STRUCTURES] section is.
Example: 22=USSR,SPEN,256,8634,0,None,?,0
The ? can be either 1 or 0. If it is 1, the computer will sell the structure if it is broke and the building is heavily damaged. (Note: You may have to set comp's IQ at 2 or above)
If the ? is set to 0, the computer will not sell the building, unless a Fire Sale trigger is used.
