In the 23rd century mankind has not completely lost the edge of violence that makes the use of force neccessary. The primary arm of that violence is the Mobile Infantry. And a good thing they exist to. When the Arachnids are encountered and the Interstellar War breaks out it is the Mobile Infantry that are called upon to face the alien killing machines. Despite advances in technology the use of infantry has not been eliminated, sooner or later someone has to go in and occupy the territory. That role by tradition has always fallen on the infantry trooper, the Mobile Infantry is no exception. Like the Colonial Marines of Aliens, the Mobile Infantry is a highly trained and highly dedicated force equipped with state of the art firepower.
Formed from the ranks of civillians wishing to be citizens the Mobile Infantry is in many ways a volunteer army. With a very ambiguous term of service. The Trooper's oath actually states that he or she will serve in the Mobile Infantry as long as needed. And though eugenics and genetic engineering have produced soldiers with superior abilities, when compared to the punks of 2020, the training regime they face is still considered arduous.
Like the elite armies that came before them the Mobile Infantry trooper is trained to survive, with courses in all forms of combat, from martial arts and firearms to the proper use of tactical nuclear warheads. Troopers are even taught to use knives, despite the fact their foe is far too dangerous to fight that closely. Basic training is strenuous and often fatal, with training deaths a common occurance. The nature of the army is also different in that true equality exists between male and female troopers, even going so far as to have co-ed facilities.

This represents the minium basic training each trooper will receive, players are free to spend their remaining 40 career points on skills from this list and from the marine package. All troopers will receive one special forces training package as per "Home of the Brave" and all gain +2 rank checks at the appropriate time. All other optional skills are taken as if part of the Marines. Each trooper will receive a bonus of +1 when checking for additional special forces training, every 2 years they survive. The new skill maximum is 12.

All humans gain bonuses to their basic statistic pool. The simplest method is to roll 1d10 eight times, and then add 2d6.
All humans have received certain basic skills. All characters will receive Language 10 in english, as well as full literacy. They gain twice as many pick up points as 2020's characters, 10 extra carreer points, and all skill difficulty costs are reduced by 1 with the minimum being one.
This is intended to reflect the improvement to basic humanity made through years of genetic engineering and eugenics. In addition the quality of education has improved dramatically, with high scores in the basic courses often determining what fields the student may apply for.
Unlike the 2020's of Cyberpunk the 23rd century of Starship Troopers has very little in the way of cybernetics. Only crude limb replacements, very similar in nature to the Russian Cyberwear that most players will be familiar with. In the 23rd century I assume that more realistic replacements made of cloned tissue are the preffered choice for most wealthy citizens. Only the military personel still on active duty or reserve status are unable to get such natural replacements. Like Russian cybernetics the gear available to Troopers isn't pretty but can be very effective.
There are also pscionically endowed people in the 23rd century. I recommend that the Gamemaster use the pscionics rules found in Mekton Z Plus, but only allow select powers and a maximum psi stat of 5.
The book that the movie is base don hasa very different version of the MI, soldiers who fight in augmentation suits of power armor able to carry nuclear warheads and leap hundreds of meters.
