They are pure from evil, and are trying to make the world as it once was with the Old Ones in control of the world.Their main goal is to cleanse the world from all Chaos and all other evils, such as Skaven, Dark Elves, and Orcs and Goblins.
If you are looking for some tips for making a High Elf army list then here you go. High Magic is the strongest magic in the Warhammer World. So strong in fact, that all High Mages get a +1 when dispeling, or when their spells are being dispeled. Also, they have the best mage in the game, Tectlis, who can pick 5 High Magic spells. Their archery is quite good, one of the best being the Bolt Throwers. Bolt Throwers are good against armoured troops, such as Chaos Warriors, because there are no armour saves for Bolt Thrower shots. Secondly, their calvary are quite good as well. They might look expensive, but are well worth it. Another great thing about High Elves is their Citizen Levy, it allows High Elf spearmen to attack from 3 ranks instead of 2. And their Bowmen can fire from 2 ranks instead of just one. Finally, Chariots might be a good troop type to look at. They are very powerful because of their fast movement and their ablity to do well in combat. Also their only real threat is archery, so using them against Chaos would be good.
Some good tips for fighting High Elves would be to get into hand-to-hand combat as quickly as possible. Calvary units would be great for that. The first models that you want to go after are the mages. Flying creatures are good at getting to the mages quick and killing them. Also flying creatures are good if you can get them into hand-to-hand combat with the Bolt Throwers quickly, because the Bolt Throwers can't fire while their in hand-to-hand combat. Another good tip would be to get to the High Elf characters as soon as possible and kill them. High Elf characters can get to be quite a pain, if they are around to live long enough. As for defeating them magic wise, don't bet on it. They have the strongest and most pure magic in the game. If you have a wizard, then get some Destroy Spell Srolls. Use them on the powerful spells, like Assalt of Stone. That spell picks up a mountain and moves it D6 inches. That does major damage to anything on the mountain while it was moved. So try not to put any troops on any mountains unless you have to.
