Limiters
Powers can have limiters, which behave in the opposite direction of extras - they limit a power rather than
enhance it. During character creation a limiter can cancel the additional cost and increased manna cost of an extra.
You can have 1 more limiter than extra, but it does not lower the manna cost. The additional limiter will lower
the cost by one power level.
 | Focus - Using the power requires an item to focus the power through. If you don't have the focus, you
can't use the power.
 | Ritual - You must perform some action to use the power. Simple actions like gestures or incantations
would be required every time the power is activated (but not when maintenance is paid). More complex actions will
be required less often. For example, if you had to eat a snickers to use the power you would probably only have
to do that every scene. On the other hand if you had to sacrifice and eat a virgin, you would only have to do that
once per adventure.
 | Harmful - Every scene you use the power you take one bashing level of damage. If you botch a roll using
the power, you gain another bashing level of damage.
 | Tainted (replaces the normal tainted rules - see character creation)
- Every scene you use the power you gain a temporary point of taint. If you botch a roll using the power, you gain
another temporary point of taint.
 | Always On - The power is always on. This limiter does not lower the nova point cost or cancel an extra,
but the power does not cost any manna points to maintain. Requires permission to take and will only be allowed
on reasonable powers that would actually be bad to have on all the time (like Immolation, Density Increase, etc.).
 | Situational - Power does not work, or only works, under certain situations.
 | Other - Some other thing that limits the power.
