ALIGNMENT: Varies. Normaly good, but in greed they can do bad things.

Frequency: Rare

Background: This dragon appears to be a normal dragon about 12 feet
long. But they command the very winds as spoken, the dragon emmenates
a cold, icy blue light. It's not really a breath weapon that acurse,
it's acually is a yell when they open and the North wind will begin to
blow harder. The dragon has two powers, each reducing charges. 

(1.) With the command yell, the dragon can causes the snowy North wind
to blow forth upon a select area no bigger than 100ftx100ft. All within
this area must save vs. spell or become frigedly cold and thus
succesfully slowed for as long as they stay in the area of effect plus
1d4+1 rounds. A successful save means the wind has no effect. The wind
persists for 1d6 rounds and then nit dissipates. This effect drains 1
charge. 

(2.) With a command yell, the dragon can blows forth a blizzardy cone of
snow and ice, 50ft long and 30ft wide at the end. All within this cone 
must save vs. spell or suffer 4d8 points of cold damage. A sucessful
save means half damage. This effect drains 2 chages. This item cannot be
recharged.
