ALIGNMENT: Varies. Normaly good, but in greed they can do bad things.

Background: This dragon appears to be a normal dragon that might have fa
llen from a tree during a wind storm. But they the command the very wind
 as spoken. It's breath weapon is really more like a call or yell and th
e south wind begins to blow and the dragon emmenates a warm, orange ligh
t. This dragon has two powers that can only be used outdoors. 



(1.) Upon uttering the command yell, the wand cals forth the south wind 
to blow in a select area not larger than 100ftx100ft. All within this ar
ea must make a saving throw vs. spell or become dehydrated due to the dr
y heat of the wind. Dehydrated creatures move at 1/2 of their MV rate, l
ose 1/2 of their strength score, and suffer a +3 penalty to initiative r
olls. A creature stays dehydrated for as long as they are in the area of
 effect plus 1d4+3 rounds. The wind storm itself lasts 1d6+3 rounds. A s
uccessful save will negate the effect all together. 



(2.) Upon uttering the other command yell, the dragon blows forth a cone
 of blistering heat 75ft long and 25ft wide at the end. all within this 
area must make a saving throw vs. spell or take 4d4+8 points of damage. 
A successful save means half damage.
