The process of economic reform is deepening in the Krai. Measures of the state support for small and moderate-sized business are being taken, privatization of state-owned enterprises continues and land reform is in process. The development of entrepreneurial activities in the Krai is characterized by the expansion of the number of business structures. Today, the entrepreneurial sector of the Krai economy is nearly 25% of the total number of workers, and accounts for about 30% of the total volume of products and services sold.
In order to coordinate the activity of the State power and administrative bodies and to carry out effective ties with business structures, the following organizations have been formed: the Business Committee under the Head of the Krai Administration, the Far Eastern Center of Business Support which includes in its structure the Krai Fund of Business State Support and The Khabarovsk Krai Association of Entrepreneurs.
A course for the formation and the qualitative development of a market infrastructure in the Krai remains.
With the purpose of more effective interaction between commodity producers and consumers on the basis of new approaches, the Far Eastern International Trade Center in Khabarovsk has been established. On its base a standing exhibition of the Krai production is organized. Associated commodity exchange, "Bizon," carries on its activity in the Krai, and since the Khabarovsk Stock Exchange has been set up, the stock market has begun to form and prerequisites for the development of a securities market are being created.
The number of trade houses, intermediary and consulting companies, auditor firms are growing and realtor activities are being developed.
The modern banking system in the Krai consists of the Main Department of the Central Bank of Russia for the Khabarovsk Krai, the Khabarovsk Bank of the Savings Bank of Russia with its network of offices, as well as commercial banks with the network of their branches throughout the Krai and branches of the commercial banks from the Central and Eastern regions of Russia. Among the largest banks having secured currency licenses: Nizhneamurski commercial bank (NAKbank), Regio Bank, Dalkom-bank and others.
The insurance market in the Krai, besides the traditional state-owned insurance system, is formed from a network of newly established insurance companies and subsidiaries of insurance companies of other regions. Apart from that, a reinsurance market is being formed in the Krai which enables the insurance of larger objects by sharing responsibilities among several insurance companies. The most reliable companies being "Delfin," "Asfa," "Kolymskaya" and "Amurpolis."
