Chibi-Chibi in the manga:
Chibi-Chibi is this cute little girl who appeared riding on an umbrella. Her umbrella blew away and Usagi caught it and gave the umbrella back to her. Chibi-Chibi then fallowed Usagi home and when Usagi got home there was chibi-Chibi, her mother saying she was Usagi's little sister. Chibi-Chibi never really explains who she is(she can talk in the manga) she just repeats what other poeple say or says "Chibi Chibi." During the final battle, Sailor Chibi-Chibi Moon turns into a grown up girl (Sailor Cosmos). She is actually Sailor Cosmos, the very last form of Sailor Moon.
Chibi-Chibi in the anime:
Chibi-Chibi arrives the same way as above, but she can't speak. She either imitates people or says her famous quote "chibi chibi". She can transform into a senshi, Sailor Chibi-Chibi Moon. In the final battle, it turns out that Chibi Chibi is really the glimer of hope in Galazia's star seed. So she's really Galaxia's star seed before Galaxia sealed Chaos in her body. Then Galaxia sent her star seed off to the warriors of justice where Chaos could never find her. Chibi-Chibi then becomes a sword that Princess Serenity is to kill Galaxia with. But, Galaxia destroys the sword and Chibi-Chibi appears, then fades away dying :'( She later returns with Mamoru though and then disappears forever.
