Dear Fellow-NCBA-Member,

Debjani Ghosh has withdrawn her nomination for the position of cultural secretary, and Rita Chatterjee has withdrawn her nomination for the position of Member-At-Large for Area 4. Debjani's email in which she explains her decision is attached; I regret that I could not forward it more promptly, and apologize for the delay. Rita-di has communicated her decision to be personally over a phone call, and said that she thanks all her nominators and assures them that she will be there for NCBA as always. She is merely withdrawing her nomination because otherwise it will now be the sole reason to hold an election, which seems hardly necessary.

As of now, no positions are contested, and no election will be held. The final nomination slate is as follows and the corresponding members will be simply confirmed at the meeting.

Several members already submitted absentee ballots and on behalf of the Election Committee I thank them for their participation in NCBA's operation. The ballots are no longer relevant and will be destroyed without viewing them.

After careful deliberation, I have decided to cast my nomination in favour of Kakoli Chowdhury for the position of cutural secretary of NCBA for 2005. Consequently, please withdraw my name from the list of candidates for this position.The reasons for my decision are as follows:

a) Ability : Kakoli has the desire and the ability to do the job well, She is a talented performer herself and will understand and respond to the cultural needs of the community.

b) Geographic : With Mithu di(Mithu Chowdhury) being the president elect, it will be much easier for Kakoli to respond to her meeting requests since they both live in Feyetteville.

Since my nomination, I have received widespread support and encouragement (through phone calls and direct interactions) from several wellwishers. I want to thank each and every one of them for their kindness and generosity. I pledge to them my continued efforts towards enriching the cultural experience of our community look forward to their collaboration, guidance and wisdom.

In the interest of full disclose and to prevent misrepresentation of facts in the future, I need to acknowledge here the following: I did receive one phone call as an advice not to contest in this election. Some reasons were offered, for which I extend my thanks. I found the reasons amusing but uncompelling, and therefore, did not consider them in my decision - making.

To end in a positive note, I wish the new executive committee the very best in 2005. In my humble opinion the executive committe for this year(2004), under the able guidance of Kalyan da(Kalyan Ghosh), has done a superb job in creating a fair, transparent , democratic, and inclusive organization. I am confident that under Mithu di's leadership, the new NCBA executive committee will ably follow.

This form is also being mailed by USPS to the few members without known email addresses. In addition, if you feel that some other member of NCBA may not have received the form, PLEASE DO FORWARD IT TO THEM, or encourage them to download it from this page. Note that only current paid-up members of NCBA may nominate or be nominated.

Please note the following points about the form:
1. Starting this year, the committee will be elected for a 2-year term, as per recent General Body resolution.
2. Starting this year, the committee includes the new position of vice-president, as per recent General Body resolution.
3. Four members-at-large are to be elected, in keeping with the NCBA constitution.

The issue of more members-at-large, if needed by the new executive committee, will be brought to the General Body by that committee after it takes office.

Note that the form may be hand-delivered, mailed, or emailed to the Election Committee. Please follow instructions on the form. Emailed forms will be deemed as being signed electronically, but only if they come from the email of record for the member who is sending the nomination.

Please be proactive in taking part in the election process of our association, and nominate persons you consider will benefit the organization. Thank you.

Dear Fellow-NCBA member,

In the nomination form enclosed in my last mail to you on behalf of the Election Committee, we asked for nominations to be put in the mail by November 24th. Many of you have responded and several emailed as well as hardcopy nominations are at hand. Our sincere thanks to you, especially since we were remiss in not issuing the call for nominations by the end of October as required by the NCBA Constitution. We apologize for the delay. The Executive Committee has called the Annual General Meeting of NCBA on December 19th (when elections are to be conducted), and we appreciate your help in completing the process in that timeframe.

Some of you may still not have mailed nominations, and may be intending to do so. There are still a few days left to mail nominations. We shall accept nominations upto and including December 4th. Unfortunately, nominations received after this time cannot be accepted, because we need to leave time to process the nominations and prepare the nomination slate. Note that nominations must be in our hands by the December 4th date. Email usually takes a short time in transit; if you are mailing hardcopy nominations, please leave enough time so that they are DELIVERED on or before December 4th.

We are still processing the nominations already received, specifically verifying membership information and consent to be nominated. Because of this, and because further nominations may come in, we do not know for sure yet who the confirmed nominees are for each position to be elected. As soon as this information is available, shortly after close of nominations, we shall email this information in a preliminary nomination slate to all members. If the slate should change (due to withdrawals etc.), a revised nomination slate shall be mailed to all members. The final slate will be presented during the elections at the Annual General Meeting. In a later mail, we shall mail relevant rules about how the election will be conducted. Since there appears to be a good level of interest among the members in the election process this year, we urge all interested members to be present during the Annual General Meeting.

Finally, a few brief notes of clarification are appended to this mail.

NOTE 1: Some members have asked to know how the Election Committee came to be appointed. In accordance with the NCBA Constitution, the committee was elected in a General Body Meeting before August 31st. Specifically, at the first GBM of the year, during one of the cultural events hosted by NCBA (in Binkley Churck, either the Nabo Barsha or the Rabindra-Nazrul Jayanti, I do not quite recall), the Executive Committee proposed the names of Shyamaprasad Mukherjee, Amitava Sircar and myself. Nobody proposed any other names, and the GB agreed that we be appointed to the Election Committee. This may be verified from the minutes of the GBM, though I myself do not have those to hand right now.

NOTE 2: In accordance with the NCBA Constitution, the current Executive Committee proposed Constitutional Amendments which were emailed beforehand to all members and presented at a duly called GBM (co-located with the Bijoya Sammelani, in Caldwell Hall at NC State). The GB passed all resolutions with some amendments. These may be obtained from the Executive Committee, or extracted from the minutes of the GBM, though I myself do not have those to hand right now. The resolutions included the institution of the new position of Vice-President in the Executive Committee, and changing the tenure of the Executive Committee from 1 to 2 years at a time. Subsequently it was pointed out to the Election Committee by some NCBA members that there were some flaws in the process, specifically the Constitution requires the Executive Committee to present such resolutions 90 days in advance. It was also suggested that therefore the 2-year tenure clause not be adopted right away, but other resolutions are okay. The members of the Election Committee have decided that this is not our business to handle. Many of the provisions of the Constitution have to be obeyed in spirit rather than in the letter due to practical considerations (indeed this year probably more things have been done constitutionally than in many past years). This is something for the GB to decide. We shall proceed with elections assuming the recent resolutions made by the GB to hold. At a later GBM later this year or next year, the issue of the short (less than 90 days) notice may be brought to the GB. The GB can ratify its own earlier resolutions, forgiving the oversight retrospectively, or do whatever else it wants to do. ----

Kalyan-da has withdrawn his name from the nominations. As such, the position of President is now uncontested. Arup Mallick has also withdrawn his name from the nominations. As such, the position of treasurer is now without any nominations. No treasurer will be elected, and the newly elected Executive Committee will need to select a treasurer and get this selection ratified by the General Body after it takes office.

Accordingly, the current slate is as shown below. Also find attached the new absentee ballot forms. These will be placed on the NCBA website soon. However, if you have already mailed an absentee ballot, please do not mail new ones. The old form will also be acceptable, as long as it has a valid confirmation number.
